Position Description

The Energy Analyst is expected to be detail-oriented, analytical, and highly motivated to support the County’s energy management and sustainability initiatives.


Under general supervision, the Energy Analyst will be instrumental in optimizing HVAC scheduling and tracking and analyzing utility data to enhance operational efficiency and reduce energy consumption across Harris County facilities. Individuals in this role will be responsible for programming, adjusting, and developing HVAC schedules according to occupancy data and responding to requests for extended hours or special events in collaboration with the Energy Managers and other departments. In addition, this role is essential to achieving Harris County’s Climate Action Plan for Internal Operations, with a strong focus on energy efficiency, greenhouse gas (GHG) reduction, and cost savings and will support utility management efforts by analyzing utility bills, addressing utility-related inquiries, and ensuring all energy-related operations comply with County policies and sustainability goals.

Duties and Responsibilities:

  • HVAC Scheduling: Manages and adjusts HVAC schedules based on occupancy data, building usage, and special event needs while collaborating with occupants, Energy Manages, and Commissioning Agents to optimize efficiency and comfort; responds to schedule modification requests, maintains detailed records, and serves as the primary point of contact for HVAC scheduling inquiries.
  • Collaboration, Stakeholder Engagement, & Capacity Building: Collaborates with Energy Managers, the Building Operator's Services (BOS) group, and other departments to implement HVAC scheduling strategies while responding to utility-related inquiries from internal departments, external agencies, and stakeholders to ensure accurate and timely resolution.
  • Training Support: Assistsineducatingandtrainingfacilitypersonnelonbestpracticesfor scheduling requests.
  • Utility Data Analysis: Collaborates with the Energy Management team to track, analyze, and interpret utility data to identify trends, inefficiencies, and cost-saving opportunities; assists in creating utility reports on energy consumption,cost trends, and benchmarking for Harris County facilities; and support utility bill processing by verifying accuracy, flagging discrepancies, and coordinating with utility providers.
  • Other Duties: Established effective working relationships with department and elected officials' staff while performing other duties as assigned to support the County's energy management and sustainability initiatives. Requirements

Education and Experience:

  • Bachelor's degree from an accredited college or university in Engineering, Statistics, Computer Science, Information Systems, Architecture, Facility Management, Mathematics, or a related field.

  • Five (5) years of professional work experience in a related field.

    • Or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

  • Knowledge of energy management principles, HVAC scheduling, and building automation systems (BAS). 
  • Knowledge of HVAC system components, operations, and optimization strategies, particularly within large commercial buildings. 
  • Knowledge of software tools used for Building Automation System (BAS) (e.g. WebCTRL, RCWebView, Metasys, or similar platforms.) 
  • Knowledge of utility data analysis, including tracking energy consumption and trends.
  • Knowledge of utility bill processing, account management, and resolving discrepancies with utility providers. 
  • Highly skilled in collecting, analyzing, and interpreting large datasets, including utility usage, HVAC scheduling performance, and energy efficiency metrics. 
  • Highly skilled in oral and written communications to coordinate with internal departments, facility managers, and external utility providers.
  • Highly skilled in using computers and related software applications, including utility portals.
  • Demonstrated ability to review, audit, and ensure accuracy in energy reports, utility bills, and scheduling requests.
  • Demonstrated ability to use Microsoft Office Suite with a strong emphasis on Excel. 
  • Demonstrated ability to coordinate across departments, work collaboratively with Energy Managers, and respond to stakeholder inquiries in a timely and professional manner.
  • Demonstrated ability to prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.

General Information

Position Type and Typical Hours of Work:

  • Regular Full-time

  • Monday – Friday | 8:00 A.M. to 5:00 P.M.

    • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.


Salary:

  • $24.42 - $43.95 Hourly

  • Depends on Qualifications

  • Based on 26 Pay Periods

    • Plus, benefits


Work Environment and Physical Demands:

  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
