On September 15th, Ukrainian forces liberated Andriivka village.
The United Kingdom’s Ministry of Defense reported the following:
o Russian strikes on Ukrainian Energy Infrastructure:
ü Between October 2022 and March 2023, Russia focused long-range strikes against Ukraine’s national energy infrastructure.
ü Air launched cruise missiles (ALCMs), especially the modern AS-23a KODIAK, were at the heart of most of these strike missions. Russia uses strategic bomber aircraft to release these munitions from deep within Russian territory.
ü Open-source reports suggest that since April 2023, ALCM expenditure rates have reduced, while Russian leaders have highlighted efforts to increase the rate of cruise missile production.
ü Russia is therefore likely able to generate a significant stockpile of ALCMs. There is a realistic possibility Russia will again focus these weapons against Ukrainian infrastructure targets over the winter.
o Attack on Russia’s Sevastopol Naval Base:
ü In the early hours of September 13th, multiple missiles struck the Sevmorzavod shipyard within Russia’s Black Sea Fleet (BSF) Sevastopol naval base. The landing ship Minsk and Kilo 636.3 class submarine Rostov-na-Donu were hit while undergoing maintenance in dry docks.
ü Despite the Russian Ministry of Defense downplaying the damage to the vessels, open-source evidence indicates the Minsk has almost certainly been functionally destroyed, while the Rostov has likely suffered catastrophic damage.
ü Any effort to return the submarine to service is likely to take many years and cost hundreds of millions of dollars. There is a realistic possibility that the complex task of removing the wreckage from the dry docks will place them out of use for many months.
ü This would present the BSF with a significant challenge in sustaining fleet maintenance.
ü The loss of the Rostov removes one of the BSF’s four cruise-missile capable submarines which have played a major role in striking Ukraine and projecting Russian power across the Black Sea and Eastern Mediterranean.
War and Atrocity Crimes Investigations Highlights:
The Prosecutor General's Office of Ukraine reported that between September 8-15, 742 new war crimes were registered.
The International Commission on Missing Persons, the Lviv National Medical University and the Lviv Regional Bureau of Forensic Medical Examination have signed a Memorandum of Understanding (MOU). This MOU deals with expediting and enhancing the process of identifying those who have gone missing because of the Russian invasion and increasing the number of qualified professionals in this field.
The International Criminal Court has deployed a forensics and investigative team of 42 personnel to Ukraine. This team has the following objectives:
o Accelerating their independent investigations and strengthening synergy of investigative action with national authorities.
o Expanding lead development and collecting testimonial accounts relevant to military attacks that may constitute Rome Statute crimes.
o Through close cooperation with the Ukrainian authorities, this team will map the existing action of national crime scene investigators to trace workflows and strengthen chain of custody with respect to hard evidence.
Humanitarian Impact and Response and Recovery Highlights:
· With winter fast approaching, the UN and its partners are working to provide winter-related assistance to 1.3 million people.
· On September 15th, the UN and its partners delivered relief supplies (water, essential medicines, repair materials, and solar lamps) to 1,200 people in the front-line community of Siversk.
· Active fighting and other humanitarian access constraints continue to impede aid delivery to people in front-line communities and areas close to the border with Russia. There have been over 30 incidents impacting humanitarian operations in Ukraine recorded in July and August alone.
· A New Zealand Non-Governmental Organization has donated seven ambulances to the Ukrainian government.
· On September 14th, the World Health Organization (WHO) delivered essential supplies (medical supplies, blood transfusion items and medications) to six hospitals in Zaporizhzhia.
Russian Dis-information Campaign Highlights:

The UN Educational, Scientific and Cultural Organization (UNESCO) on September 13th, has verified damage to 289 cultural heritage sites. This includes:
o 120 Religious sites
o 27 Museums
o 109 Buildings of historical and/or artistic interest
o 19 Monuments
o 13 Libraries
o 1 Archive
