Position Description

Crime analysts support the entire command of the HCSO. In this capacity, they provide daily support with a priority for public safety, resource management, and crime reduction. This role relies on data collection, extraction, and evaluation to inform performance measures, resource usage, and crime reduction strategies. All information the crime analysts develop helps command personnel better allocate their personnel. Analysts at this level should have a basic skill set, as described in the duties and responsibilities of this job.
 
Duties and Responsibilities

  • Collaborate with other analysts and/or personnel to perform routine data collection, evaluation, and analysis tasks on multiple crime types.
  • Contribute to the development of crime bulletins, jail-related statistics, use of force, and prolific offender reporting.
  • Collect and route crime bulletins from surrounding law enforcement agencies; highlight relevant information or provide commentary as to the nexus to the city and assess offenders’ risk level as it pertains to officer safety concerns.
  • Contribute to the development of crime bulletins, crime trends, and information bulletins to support patrol, investigations, and the criminal justice command.
  • Contribute to reports and presentations that are professionally prepared for distribution to the media, businesses, and community groups.
  • Compile data, and develop oral and written presentations clearly and concisely to support briefings for crime series, patterns, and trends.
  • Develop an understanding of the application of crime reduction strategies to support law enforcement and criminal justice commands.
  • Perform searches in multiple datasets to evaluate information for patterns, suspect identification, or other operational priorities.
  • Notify personnel on methods and/or strategies for law enforcement and criminal justice commands regarding offender, victim, and MO pattern research.
  • Review evidence and/or information provided for active cases to determine similar crime occurrences and/or pattern information.
  • Develop and maintain information-sharing practices with regional law enforcement agencies and other criminal justice stakeholders.
  • Collect and route crime bulletins from surrounding law enforcement agencies; highlight relevant information or provide commentary as to the nexus to the city and assess offenders’ risk level as it pertains to officer safety concerns.
  • Conduct background research on criminals or suspected criminals under investigation through direct computer access or personal contact with systems and organizations.
  • Research, compile, analyze, and interpret statistical data from department and outside agency reports as well as threat referrals to make appropriate and timely notifications.
  • Comply with agency policy on responding to inquiries from external agencies, businesses, community groups, and websites regarding crime activity, trends, and patterns.
  • Assist other analysts with tasks and research projects related to crime identification, prevention, and reduction strategies.

Requirements

  • Bachelor’s Degree or 60 hours of college in Criminal Justice, Statistics, Computer Science, or a related field; with one (1) year of experience performing data management, analysis, and/or handling of sensitive data and information
    • This experience may be military, internships, or fellowships that expose the applicant to government processes and procedures and demonstrate responsibility in handling sensitive information; OR
  • 5 years of work experience as an analyst; OR
  • 5 years of work experience in a law enforcement-related field
    • NOTE: An equivalent combination of education, experience, and skills may be considered.
Knowledge, Skills, and Abilities:
  • Basic crime analysis techniques and strategies that support intelligence-led policing practices, such as but not limited to, descriptive statistics (e.g., counts, percentages, averages)
  • Computer-based operating systems and database management, including data collection and extraction practices; preferred experience with police reporting systems, including data entry, storage, and retrieval
  • Appropriate techniques used in data collection, cleaning, reporting, and analysis
  • Criminal theory and practice, investigative techniques, and law enforcement organizational structure
  • Research methods and processes, such as source verification and validation, organization of facts and data points
  • Fundamentals and theories of criminology and criminal justice practices in correctional management, policing, and crime management
  • Researching, gathering, organizing, and analyzing data to draw factual conclusions
  • Identifying problems, analyzing alternatives, and making viable recommendations
  • Critical thinking skills and attention to detail
  • Using computers and data sources to create, maintain, and access database files
