Celia Dallas is the Chief Investment Strategist and a Partner at Cambridge Associates.
Celia is responsible for formulating the firm’s global investment strategy and has been at Cambridge Associates for nearly 30 years. In addition to her role, she has contributed to research initiatives and publications covering a wide range of capital market and investment planning topics, including portfolio construction, endowment spending, liquidity management, and tactical asset allocation. She also authors our quarterly publication, VantagePoint, in which she shares our house view and advice. She is also a frequent presenter and moderator at firm events and industry conferences.
Outside of work, Celia is a Board Member and Investment Committee Chair of the Virginia Environmental Endowment.
Before joining Cambridge Associates, Celia researched, wrote, and presented market analysis commissioned by Fortune 500 clients for Harlan Brown & Company, a competitive intelligence consulting firm. She also worked for the Employee Benefit Research Institute (EBRI), where she conducted research on retirement income security issues.
Celia holds an MBA from the Darden School of Business at University of Virginia and a BA in Economics from University of Pennsylvania.
Wade O’Brien
Managing Director

Wade is a Managing Director in Cambridge Associates' Arlington office. As a member of the firm's Capital Markets Research group, Wade covers developments in the global capital markets and serves as a resource for both the broader consulting staff and clients of the firm.
Prior to joining Cambridge Associates, Wade worked in the London office of Deutsche Bank as Vice President of Global Capital Markets in the Financial Institutions Group where he was responsible for the marketing and execution of capital markets products for European Banks. He has also worked as an Associate at Hutchinson, Shockey, Erley & Co. and as a Legal Assistant at Arnold & Porter.
Wade received a BA in Economics from Washington University in St. Louis and an MBA from Yale School of Management.
TJ Scavone
Senior Investment Director
Cambridge Associates

T.J. is a Senior Investment Director in the Capital Markets Research Group at Cambridge Associates.
In his current role, T.J. covers developments in the global capital markets, serves as a voting member on the firm's asset allocation committee, and serves as a resource for both the broader investment staff and clients of the firm. He has led several research projects and authored numerous publications since joining the firm, with much of his recent work focused on developed markets bonds and broader macro and policy topics.
T.J. began his career at Cambridge Associates in 2008 and brings 15 years of investment experience. Prior to joining the Capital Markets Research Group in 2013, he served in multiple roles within the firm's performance reporting and data management departments as a data analyst and a team lead overseeing a team of 3-5 analysts.
T.J. holds a MA in Economics from George Mason University and a BA in Finance from James Madison University.
