What if we were able to crowdsource public policy?
What if we had the tools to connect policy-makers and citizens in an open dialogue on governance processes? What if policies were created by those upon whom they have the biggest impact?

ITU is inviting young people around the world to share their thoughts and opinions on the scope and mandate of our future work related to youth. Through this online consultation, members of the public can provide input to the policy document which will be presented to ITU's upcoming Plenipotentiary Conference (PP-14) in Busan, Republic of Korea from 20 October - 7 November 2014. The #PP14Youth initiative aims to build on the successful experiences of the BYND2015 Summit, held in San José, Costa Rica in September 2013.

Why this Consultation?

With 42.5% of the world's population under the age of 25 as of 2014, ITU recognizes that youth are a world force for progress. As digital natives and as the best promoters of ICTs, young people must be engaged with the future development of the sector. The #PP14Youth public consultation has been launched to gather the creative and aspirational views of young audiences on how ICTs can be used as a tool for empowerment, and what ITU could do to facilitate this.

How does it work?

Members of the public are invited to make suggested edits and comments via the online tool, which will then be reviewed by representatives from Member State delegations. The evolution of the statement will be displayed as the consultation progresses. The outcome of the consultation will be posted on ITU's thematic page on youth issues, and presented to all delegations taking part in ITU's upcoming Plenipotentiary Conference (PP-14).

Rules of the Game

No slander or abuse of other users will be tolerated;
Hijacking, attacking or copying other users’ comments/concepts is not allowed;
Only one user account per person is allowed;
All submissions must not: a. violate the intellectual property rights of third parties; b. be illegal under applicable national laws and international law; and c. depict or incite hatred, defame, abuse, harass, stalk, threaten a specific person or social group, incite violence or conflict or otherwise violate the legal rights of third parties (including those of privacy and publicity);
The ITU and its Membership reserve the right to make all final decisions; nothing herein shall be considered to be a limitation or a waiver of the privileges and immunities of the ITU, which are specifically reserved;
Abuse of these rules will result in warnings, followed by a ban from the platform.

BYND2015 Global Youth Summit

The BYND2015 Global Youth Summit took place from 9 to 11 September 2013 in San Jose, Costa Rica. At the Summit, ITU engaged with a worldwide community to gather their opinions and ideas on how technology can contribute to a better world and shape the post-2015 development agenda.
