SPCA launches investigation into Surrey doggy daycare allegedly abusing pets

The SPCA is investigating disturbing allegations of animal abuse a Surrey dog daycare.

Neighbours say they’ve seen dogs with their snouts taped shut with electrical tape.

“We’ve received complaints a number of months ago,” said Jas Rehal, Surrey bylaw enforcement manager.

“We uncovered animal welfare issues and alerted the SPCA, and the investigation has progressed to the point where we’ve had to remove the business license.”

Shawn Eccles, BC SPCA Cruelty Investigations Manager, says they will recommending charges against the owner.

Despite having its licence revoked by the City of Surrey and the SPCA investigation, the daycare was still operating when Global News visited the property on Friday.

The owner, Zhu (Ivy) Gong, who operates the daycare in the 10900-block Partridge Crescent, says she’s an animal lover. She says she’s never taped any snouts shut, and that she only uses muzzles.

Gong says pet owners can monitor their pets on their smartphones via multiple cameras around the property. She says she feeds the cats and dogs and is improving their living conditions.

The City of Surrey has issued Gong multiple fines, and says it will do everything possible to find a speedy resolution.
