A man from Gloucester is "shocked" to have received a penalty charge notice for driving over Llanthony Bridge in his mobility scooter.

Tony Triffitt, 74, who lives in the Podsmead area of the city, said he has been across the bridge more than 100 times in his vehicle and "couldn't believe it when I opened the letter".

People in Gloucester will have probably seen Tony at some point. He can often be spotted in his scooter, pulling along a trailer, which is decorated with Gloucester Rugby memorabilia.

Tony, who is registered disabled, added: "I have never had a problem going over the bridge before.

"It's the first time in 58 years of driving that I have got in trouble. I have never received a fine of any sort before."

He said of the ordeal, which has caused him a lot of anxiety: "It's disgusting. It's bad for Gloucester really."

Tony said: "What happened to disabled rights?

"I have shown this to a number of people in town with scooters and they are appalled. They said they would come down to Llanthony Bridge and block it. It would be like the people in London causing all the disruption."

Being unable to drive over Llanthony Bridge would add an extra mile-and-a-half to Tony's journey into the city. He claims it would take him along narrow paths that are not suitable for him and close to a dual carriageway.

"It's a bit of a nuisance," Tony said.

"I drove lorries, tractors with hay on the back, transporting building materials and motorbikes."

He said his vehicle is taxed and insured, as it is allowed on the roads, and can reach a speed of 8mph. However, Tony added that he is not allowed to take the vehicle on cycle paths.

During the Christmas period, Tony has been known to decorate his scooter and trailer with lights and decorations.

He said he is often invited to events in the city and asked to bring along his decorated scooter and trailer, much to the delight of young children.

"Everyone loves it," Tony added.

In another claim to fame, Tony claims to have taught Leader of Gloucester City Council, Cllr Paul James how to play darts.

Tony said he will no longer be going over the bridge with the number plate, adding he has taken it off.

He said: "I will just have to abide by it if it's a new policy and if I am in the wrong.

"But I was told that since 2009, it was no longer used as a bus lane going over the bridge."

The fines are charged at £60, but drop to £30 if paid within 14 days of the charge notice being issued. The fine could increase to £90 if not paid after 28 days.

It was reported last year that 14,730 motorists had been penalised for driving over Llanthony Bridge in the past five years, raising £370,130.122 in penalty charges.

A spokesperson for Gloucestershire County Council said they will be investigating why Tony received a penalty notice.

Lead commissioner at Gloucestershire County Council, Philip Williams, said: "A Traffic Regulation Order has been in place on Llanthony Road Bridge since 2010 to prevent access for general through traffic and make Gloucester Quays a safer, more pleasant environment to visit.

"It is not intended that this order should apply to the use of mobility scooters.

"We'd encourage Mr Triffitt to get in touch directly so we can investigate why he has received a penalty notice on this occassion."
