State Policy Update: AB 1771 (CA)
Amendments to AB 1771 (M. Perez) will require health plans to reimburse for certain telephone visits provided by a physician. Under the bill, health plans will not be required to reimburse for telephone visits that are not initiated by the patient, part of a capitated or prepaid bundle of services, or part of a separate service or procedure for which reimbursement is already provided.
State Policy Update: HB 281 (AK)
HB 281, passed by the Alaska legislature at the end of April, prohibits Alaska’s medical board from disciplining physicians who prescribe certain drugs to patients without a physical examination, therefore permitting the prescription of these drugs during telemedicine visits. The bill is now awaiting the Governor’s approval.
State Policy Update: HB 802 (MD)
HB 802, signed by Maryland’s governor on May 5th, subjects Maryland’s Medicaid program and managed care organizations to the same telemedicine coverage requirements as private carriers in the state (which are required to cover telemedicine, subject to contract terms and conditions). It also authorizes coverage of store-and-forward or remote patient monitoring-delivered health care services. The Department is able to specify the type of health care providers eligible for reimbursement.
Tennessee Tightens Telemedicine Rules
The Tennessee Department of Health’s proposed new rule requires a direct, face-to-face examination prior to a telemedicine encounter. It also requires the patient to be seen in person by the provider at least every fourth encounter or annually, whichever comes first. Additionally, the board would no longer issue telemedicine licenses under the proposed rule.
