Strong D.C. housing market has wide-ranging factors

City officials want to continue attracting newcomers while not pricing long-term Washingtonians out

Local Realtors say buyers are pricing their properties more strategically thanĀ they were a decade ago based on current buying trends.

Ed Wood is a D.C.-based realtor with City Houses LLC for 20 years and former president of the District of Columbia Association of Relators. He sells in all eight wards and averages 15-20 sales per year.

He spoke with the Washington Blade this week on local housing trends, renting vs. buying and why the rental market is soft now, but likely to explode in the coming years. His comments have been slightly edited for length.

WASHINGTON BLADE: It seems most agree in Washington weā€™re back to pre-recession prices and multiple offers on real estate. Is that your assessment?

ED WOOD: Yes. D.C. was in a much better position during and after the recession. We saw a flattening but then it picked up fairly quickly and the market has been really strong ever since about 2011, 2012. We regularly see multiple offers still on properties.

BLADE: Is the asking price sort of an opening bid in those situations?

WOOD: It depends where itā€™s priced. Itā€™s theyā€™ve priced a little below asking, theyā€™ll often get multiple offers and it will bump up. If theyā€™re priced at asking or above, we do see things sit on the market because of that. Buyers are more savvy and more cautious than they were pre-2008.

BLADE: Were there many cases in D.C. where a homeowner may have been underwater on their mortgage during the recession but got out of it once the economy rebounded?

WOOD: There wasnā€™t a lot of that in D.C. It was more in the suburbs and more likely the further you got out from the city but those prices we saw coming back by last year. Occasionally in some of the more developing neighborhoods we saw some slow downs and some price softening but those prices have completely come back. Many values have increased above what people paid.

BLADE: How is the market for rentals vs. sales in Washington?

WOOD: The rental market has been fairly soft for awhile while the buying market has been strong. A lot of the buildings that are going up in the city have been rental buildings as opposed to condos and thatā€™s because the long-term demographic outlook for the city ā€” weā€™re still gaining about a thousand residents a month ā€” is expected to be over a million by 2030 so there are a lot of companies from around the country who see this as a really good rental market and theyā€™re interested in the long term. Weā€™re not seeing the number of condos we saw pre-2008, so thatā€™s why we see the competition. Thereā€™s still not enough inventory.

BLADE: Why is the rental market soft if the projections are so strong?

WOOD: Theyā€™re building for that projected million residents. (Editorā€™s note: D.C.ā€™s current population is about 672,000.) You canā€™t suddenly build all the units youā€™ll need, so theyā€™re building them now for five-10 years down the road. These are big companies who work in the long-term market so they can afford to do this. Sometimes theyā€™ll even go to developers building a condo building and say, ā€œHey, we need a rental building at this location. Would you consider reconfiguring the design a bit to turn it into a rental building and selling the whole thing to us?ā€ Thatā€™s attractive to developers because itā€™s a lot easier to sell an entire building than individual units to individual buyers.

BLADE: Those population projections must be pretty solid then. Could something catastrophic throw a wrench in those plans?

WOOD: Certainly. After 9-11 around the country, it just killed the market immediately and people stopped moving to D.C. immediately. But then things turned around. A lot of things could happen to change things, but hopefully nothing of that scale. All the demographics I have looked at are pointing toward that large population growth at least through 2030. Others that go beyond that are less reliable in my opinion.

BLADE: Based on what weā€™re seeing now and with those kinds of projections, will gentrification spread across the river?Ā  Whatā€™s it like in those wards now?

WOOD: Thereā€™s a lot of interest in Anacostia and thereā€™s a lot of change going on there. Bigger companies are looking at that area. ā€¦ One of the issues there has been a lack of services and also people whoā€™ve been priced out of other areas are looking over there. Thereā€™s been a lot of revitalization there but thereā€™s also been a very active group of long-term residents who want to see improvements but donā€™t want to be pushed out. I know the mayor and city council members are focusing more on that part of the city. Thereā€™s even talk of moving the Reeves building at 14th and U., of selling that building and moving it over there.

BLADE: With all the gentrification that has spread down 14th Street to Florida Avenue and starting into the Northeast quadrant ā€” look how different Bloomingdale, for instance, looks from what it was like 10 years ago ā€” is it safe to assume that trend will continue or is that an oversimplification?

WOOD: I think thatā€™s true. City government for a long time was desperate to get people to move back into the city. It was a dying place as people were overall fleeing out to the suburbs but thatā€™s turned around and most cities are growing whereas the suburbs are starting to die out. People want to be closer and they want to spend more time doing the things they like as opposed to sitting in their car going to and from a bigger house. The city government is taking a renewed look at how that happens, how that takes place and what it means for the long-term city residents.

BLADE: They want to put some mechanisms in place to absorb some of that shock so to speak?

WOOD: Yes. Thereā€™s a lot of interest in trying to move in that direction so we donā€™t have a city where only the wealthy can afford to live. Whereas before they were trying to stop people from fleeing the city, we donā€™t even have to think about that now.

BLADE: Do people comment to you about Ed Wood the schlock film director often?

WOOD: Yes. It was actually helpful after the movie came out because growing up, my full name was Edward Wood. I would say Edward and they would think I said Ed Wood. That happened constantly. But nobody says that anymore. Itā€™s kind of a name that sticks with people so they feel like theyā€™ve seen it more than maybe they have.

BLADE: Have you seen ā€œGlen or Glenda?ā€ or ā€œPlan 9ā€?

WOOD: Yeah. Iā€™m a fan of his terrible movies.

BLADE: Do LGBT issues factor into D.C. real estate to any significant degree?

WOOD: I havenā€™t seen it be much of a factor at all. DC. has been such a gay-friendly city for so long, I donā€™t think itā€™s much of a consideration. When theyā€™re selling a house, they just want the best price.

BLADE: Is there any sense of a gayborhood anywhere in 2017? Do people buy with that in mind?

WOOD: I donā€™t see that anymore. When I was first in the business 20 years ago, there was a desire, usually by gay men, to want to be near Dupont. I live near there. My husband and I have had a house here for 20 years so weā€™ve really seen the change on 14th Street. When we moved here, our friends thought we were crazy. Now they say, ā€œHow did you know?ā€ We didnā€™t know. We just bought where we could afford and at the time we wanted to be near Dupont. Now when I have gay clients, they want to look all over the city and I see them asking things I never saw gay clients asking before like what are the schools like. Theyā€™re more interested now in the things you would have thought the straight couples would be looking at.

BLADE: Did marriage, either in D.C. or with the Supreme Court ruling, affect real estate in any perceptible way?

WOOD: I didnā€™t see much. There used to be a lot more estate planning, wills, setting things up in case something happened to one of you. My husband and I have been together 25 years and we did all that. ā€¦ But now thereā€™s a whole structure in place to keep you more protected than there was before.

BLADE: About how many of your clients on average are LGBT?

WOOD: I would say about a third.

BLADE: Are there any lesbian streets or enclaves around the city or is that not really a thing?

WOOD: Itā€™s really not. Even with gay men, that Dupont thing is out the window. People are looking at schools, they want to be near work, they may want to be near a particular restaurant or theyā€™re looking for the feel of a neighborhood. Itā€™s usually things like that and it happens to be very individual to the couple.

What property should I purchase if Iā€™m not sure how long Iā€™ll be in D.C.?

Row homes, English basements and more options abound

D.C. offers an array of properties no matter how long you plan to live here.

Great question! If you are looking at real estate as an investment ā€“ two great property types to look at would be a smaller row home and also a row home that has an English basement. Some property types that you might want to stay away from would be a condo or a co-op unit. Letā€™s take a look at why these properties would be good and bad:

Smaller Row Home

Row homes are a great investment for many reasons. You can often find smaller two-bedroom row homes in the same price point as those of a two-bedroom condo, which might be seen as a ā€œcondo alternativeā€ and afford you much more freedom. There are no condo associations or home owner associations that you must belong to so this keeps your monthly carrying costs on the lower end and you are allowed to make more independent decisions. For example, if you wanted to paint the house purple – in most cases you would be allowed to. If you wanted to change the color of the front door or put shutters on the windows ā€“ you would be allowed to. This is usually not the case with condo or co-ops. 

When it comes to the rental market ā€“ similarly renters like the independence of privacy in a home and not being among many other people. The luxury of perhaps direct off-street parking, outdoor space or even just more space at the same rental amount that a two bedroom condo rent would be ā€“ this is more appealing for a renter and would likely rent faster than that of a condo or co-op. For this model – you would obviously need to move out before you could take advantage of the investment of this type of real estate.

A row home with an English basement 

With this type of real estate you can immediately begin receiving income after your purchase. You can occupy the upstairs of the row home, which is usually the larger portion of the home, or you could even occupy the basement, which is usually the 1-2 bedroom smaller portion of the home and receive rental income for the other half of the home. This can be in the way of a yearly traditional tenant or in the manner of short-term rentals (check with the most recent STR policies within the District). With this model, you stand to make even more of a return on your investment upon your move out of the home as you can rent the entire home or you can rent the top unit and basement unit independently to gross a larger amount of income. It is important to note that it is never advised to purchase a row home unless you can fully afford it WITHOUT the idea of accepting additional rental income to offset the mortgage cost.

These two options listed above are the most typical found within the District because they are fee simple, standalone pieces of real estate and are not within a condo association, HOA, or a co-op with governing documents that tell you what you can and cannot do which makes row homes an attractive type of real estate for a long-term hold.

When looking at types of properties that you might want to stay away from ā€“ condos and co-ops come to mind and I say this with a caveat. You can surely purchase these types of real estate but must first understand the inā€™s and outā€™s of their governing documents. Condos are bound by the governing condominium documents which will tell you for how long your lease must be, a minimum of lease days, you can only rent after you have lived in the residence for a number of years, likely will stipulate no transient housing ā€“ which means no short term rentals. It could also quite possibly say that you can only rent for a specific amount of time and lastly it will also stipulate that only a specific amount of people can rent at one time in order to stay below the regulated lending requirements set forth by Fannie and Freddie Mac. Similarly, Co-ops are even more strict ā€“ they can tell you that you are just not able to rent at all or if you can you can only do so for a specific number of years and then you are required to sell or return back to the unit as your primary residence. 

As you can see, when it comes to condos and co-ops there are more specific and stringent bylaws that owners must agree to and follow that limit or even outlaw your ability to rent your piece of real estate. When you purchase a row home ā€“ there are no regulations on what you can and cannot do regarding rentals (outside of the short-term regulations within the District).

When looking for a piece of real estate in the District it is important to think through how long you could possibly wish to hold onto this property and what the future holds. If you think this is a long-term hold then you might consider a row home option ā€“ again, you can find a smaller two-bedroom row home that amounts to that price similar to a two-bedroom condo and would afford you a more flexible lifestyle. Itā€™s important to work with a real estate agent to ensure that they guide you in this process and help answer any questions you might have. Itā€™s also always advised to speak directly to a short-term rental specialist should you wish to go down that route as they will truly understand the inā€™s and outā€™s of that marketplace.

All in all, there are specific property types that work for everyone and within the District we have a plethora of options for everyone.
