PUC Appoints JJ Livingston as Director of Legislative Affairs

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today announced the appointment of Jerry J. (JJ) Livingston of Dauphin County as the Director of the Office of Legislative Affairs. Livingston’s appointment is effective Jan. 12, 2023.
“We are happy to have Mr. Livingston with us at the Commission,” said PUC Chairman Gladys Brown Dutrieuille. “His knowledge and experience in legislative issues will suit us well in his new position.”
In April 2022, Livingston was hired by the PUC for the role of Deputy Director of Legislative Affairs, serving as Acting Director since September 2022. Livingston has held various legislative roles within the state, having worked for the Pennsylvania House of Representatives for eight years as Senior Research Analyst for the House Consumer Affairs Committee, and also as the Research Analyst for the House Transportation Committee for Special Session on Transportation. For six years, Livingston worked for the Senate of Pennsylvania serving in the Office of Senator Lisa Boscola and as Executive Director of the Senate Consumer Protection & Professional Licensure Committee.
Born and raised in Johnstown, PA, he is a 2007 graduate of Pennsylvania State University with a bachelor’s degree in political science where he was active in the Council of Commonwealth Student Governments and Alumni Association Executive Board. Livingston is a past President of Der Harrisburg Maennerchor. He currently resides in West Hanover Township, Dauphin County, with his wife, Lisa, and their two daughters.

The Office of Legislative Affairs acts as the liaison between the PUC and the Governor’s Office, the General Assembly and the Pennsylvania Congressional Delegation; identifies legislation that may affect the Commission or public utilities and obtains staff analysis; provides relevant information to the legislature; and promotes the Commission’s position on legislation and issues with the General Assembly.
