JOB INFORMATION

Exempt; full-time; 40 hours per week; Monday – Friday; 8:00 a.m. – 5:00 p.m.; full benefits

This professional position will plan and manage NPDES MS4 projects for the Office of Sustainability and Environmental Resources (OSER) and will coordinate project-related activities with consultants, contractors and other stakeholders. The position will assist with the planning, budgeting, permitting, design, construction, and maintenance of stormwater management retrofit and stream restoration projects within Frederick County. Supervision is received from the Manager, OSER.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Manage  the County’s  permit compliance with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit and industrial discharge permits for stormwater
  • Prepare requests for proposals (RFP) for selection of consultants, requests for information (RFIs), invitations for bid (IFBs), addenda, amendments and change orders; follow Purchasing Rules and Regulations and Division/Department requirements; make recommendations on the award of consultant contracts, manage consultant tasks
  • Manage contractual agreements and related documents associated with consultant services; negotiate claims and change orders; Prepare feasibility studies, plans, specifications, and contract documents for projects designed by consultants or County personnel; review contract plans and specifications for compliance with governing codes as well as County policies, regulations and design criteria
  • Perform in-house design duties related but not limited to all aspects of stormwater management infrastructure and LID retrofit design; conduct water resources and environmental projects involving stormwater management (SWM), hydrology/hydraulics, erosion/sediment control design, drainage, stream restoration, bridge scour studies, floodplain studies, TMDL projects, NPDES, SWM retrofit design and BMPs
  • Create and maintain comprehensive project status reports in Excel; maintain and report individual project status using MS Project or similar software
  • Prepare cost estimates for projects; review project cost and track project accounts to ensure that projects stay within budget
  • Establish project schedules and make certain projects remain on schedule
  • Prepare project plans; assist in the study and/or design of in house projects
  • Coordinate design projects with local, state and federal government agencies; secure permits and approvals from regulatory agencies
  • Coordinate with the Land Acquisition Coordinator on real estate acquisitions
  • Provide guidance to construction inspection personnel during construction of projects’
  • Respond to technical questions and resolve field discrepancies and other problems that may arise during project construction
  • Prepare and present information to elected officials, the general public and other interested audiences
  • Prepare feasibility studies, plans, specifications, and contract documents for in-house projects
  • Update and maintain related procedures manuals
  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree in Civil Engineering, Civil Engineering Technology, Environmental Management, or a related field
  • Minimum 5 years of Project Management or Engineering experience which must include at least 2 years in stormwater management
  • Environmental consulting and/or civil engineering practices (Forest Conservation Plans, Wetland Delineations/Wetland Impact Plates, Planting Plans, Environmental Assessments, and similar environmental documents) experience
 
KNOWLEDGE / SKILLS / ABILITIES:
 
  • Proficiency with all aspects of stormwater infrastructure design and LID retrofit design as well as stream and wetland restoration/mitigationAbility to utilize GIS programs and AutoCAD
  • Ability to effectively read, interpret and understand plans and specifications associated with the stormwater industry (e.g, civil, etc.)
  • Working knowledge of Hydrology/Hydraulic Modeling Software
  • Ability to effectively utilize computerized systems/equipment (e.g. word processing, spreadsheet, presentation and project management, etc.)
  • Ability to develop and maintain effective working relationships with consultants, co-workers, government agencies and the general public
  • Familiarity with MDE Water Resources Admin./Corps of Engineers, MDE Water Appropriation and Use Permits, Soil Conservation District, Potomac Edison, MD State Highway Admin requirements
  • Strong and effective written and spoken (English) communication skills, including public speaking skills and the ability to prepare and present clear, concise written and spoken reports for varied audiences
PREFERENCE MAY BE GIVEN FOR:
  • Master’s degree in Civil Engineering, Civil Engineering Technology, Environmental Management, or a related field
  • Current Engineer-in-Training  (EIT) or Professional Engineer (PE) certification in MD (or another state, with ability to obtain the MD EIT or PE certification by reciprocity within six months of hire)
  • Current Project Management Professional Certification
  • Erosion and sediment control MDE green card and MDSHA yellow card
  • Stream restoration design including sediment transport modeling experience and geomorphic assessment experience
  • Site Assessment or Design work experience for stormwater management facilities like bioretention projects, bioswales, etc
  • Completion of trainings in any of the following engineering modeling programs: HEC-RAS, HEC-HMS, or TR-20

Retirement Plan:
A defined benefit retirement plan is provided for all regular County employees. Employees are automatically enrolled in either the Uniformed Plan (5 year vesting) or the Non-Uniformed Plan (10 year vesting) depending upon position classification. The majority of support for the plan is provided by the County; however, employees are required to make a mandatory pre-tax contribution towards their benefit. Retirement benefits are payable at normal, early or delayed retirement. Retirement benefits are also payable upon termination and in the event of death or disability.

Defined Contribution Retirement Plan (Required for Grant-Funded employees):

A defined contribution retirement plan is provided for all regular grant-funded employees hired after June 30, 2012. Eligible employees are required to make a mandatory pre-tax contribution to this plan, and the County also contributes on the employee's behalf. Contributions made by the employee are 100% vested immediately, while contributions made by the County become vested over time, in accordance with the Plan's vesting schedule. The employee decides how to invest his/her account balance by choosing among the investment options offered within the Plan.

Health Insurance:
County employees have a choice of two medical insurance plans, an In-Network (HMO) Plan or a High Deductible medical plan with a Health Care Savings Account, to provide coverage for medical and surgical expenses, hospital and emergency care expenses, mental health expenses and prescription drugs. The County and participants share in the cost of the health insurance with the employee having the benefit of pre tax contribution deductions.  Medical insurance goes into effect on the first day of the month that follows the eligible employee's completion of 30 days of active employment.

Dental Insurance:
Employees may select coverage from one of three dental plan options, ranging from a PPO plan to a dental HMO plan. Coverage includes preventive care, fillings, crowns, bridges and dentures, and the cost of dental insurance is shared by both the County and the employee.  Dental insurance goes into effect on the first day of the month that follows the eligible employee's completion of 30 days of active employment
 

NOTE:  Employees working 75% or greater of a 35 or 40 hour position are eligible for health & dental insurance.


Flexible Spending Accounts:
The Flex Spending plan allows employees to pay health and day care expenses with pre-tax dollars. Employees may set aside part of their salary in a special account that can be used throughout the year to reimburse themselves for out-of-pocket medical expenses. The maximum contribution is $3,000 per year for Health Care Spending and $5,000 for Dependent Care Spending (work-related day care expenses). Examples of expenses that can be reimbursed for Health Care Spending include, but are not limited to: deductibles, co-payments, dental fees, chiropractors' services, and eyeglasses / contact lenses.

Life Insurance:
Employees are insured for 2 times their annual salary in case of death plus 2 times their annual salary for accidental death. Employees do not contribute to the premiums for this coverage. A Voluntary Life Insurance Program is offered to regular County employees. The plan allows employees to purchase individually owned universal life insurance for themselves, spouses and dependents.

Savings Plan - Deferred Compensation:
The County offers a Section 457 Plan. Deferred compensation plans allow participants to save for retirement now and pay taxes later by contributing a portion of their salaries pre-tax to the plan. Contributions are invested at the employee's direction into one or more of the variety of investment options offered by the plan. Changes may be made to the contribution levels, investment options, etc. at any time.

Educational Reimbursement Program:
County employees who have successfully passed their probationary period may take up to two job-related courses per semester at any accredited educational institution.  The benefit also covers the costs of job-related non-credit courses. If the employee receives a grade of at least a C, or successfully passes a non-credit course, the County reimburses the employee 75% of the costs of tuition, fees and books. The plan requires that employees remain employed with Frederick County Government for a minimum of two years after the last class is taken.

Employee Assistance Program:
This confidential assessment, referral and counseling service is available at no cost to all employees who may need help with a personal or job-related problem.

Leave
Annual Leave – Employees are eligible to use Annual Leave after their 6 month probationary period. Annual Leave accrues as follows: Years of service days per year
0 – 2 years 11 days
2 – 10 years 17 days
10 + years 24 days

Sick Leave - Employees will earn sick leave at a rate of 15 days per calendar year.

Sick Leave may also be used for illness of an employee's child, dependent, spouse, parent or parent-in-law. There is no limit on the amount of sick leave accumulated. Unused Sick Leave may be used for additional credit in the pension plan at the time of retirement.
 

NOTE: Regular benefited part-time employees earn annual and sick leave on a pro-rated basis based on their actual number of hours worked biweekly up to their assigned number of regularly scheduled work hours.


Other available types of leave include, but are not limited to, Family Medical Leave, Bereavement, Jury, Military and Disability.

Holidays:
The County observes 10 holidays every year and 11 are observed on years of General Elections.
