At the July 22, 2019 Regular Council Meeting:
- Council received delegations regarding the following topics:
- Proposal to add “No Dog” signage at the green space at Finlay Street.
- Request for stricter enforcement regarding dog walking violations on the promenade.
- Car share companies in White Rock/ South Surrey.
- Semiahmoo Arts regarding White Rock becoming a Mural City.
- Proposal for “Festival of Lights” event in White Rock. A corporate report will be presented to Council with information on hosting such an event.
- Presentations:
- “Beach Wheelchair User Program” presented by self advocates of Semiahmoo and Uniti.
- “Smart Cities” presented by Chris Zota, Manager of Information Technology (City of White Rock).
- Corporate Reports:
- “Proposal for Dedicated Multicourt Pickleball Facility” was received. Staff were directed to research and host a public consultation meeting to determine a suitable location to build outoor pickleball courts in White Rock and prepare a corporate report following the public consultation meeting.
- “Response to Metro Vancouver 2040: Shaping our Future Land Use Designation Amendment Request – MK Delta Lands” was received, the City does not support the proposed amendment to the Regional Growth Strategy.
- “White Rock Repealing Bylaw No.’s 2303 and 2304 for Waterfront Parking Facility Design and Construction Loan Authorization bylaw, 2017, No. 2206” was received.
- "White Rock Pier Update" was received.
- "2019 Sanitary and Storm Sewer Rehabilitation Contract Award",award to PW Trenchless Construction Inc. for $594,150 (including GST).
- "Fencing for the Water Sytem at 1444 Oxford Street" was recieved.
- "Updates on City-Owned Property (15463 Buena Vista)" was received.
- “Marine Drive 'Hump' Vegetation Plan” endorsed with the amendment to maintain only the blackberry bushes.
- “Freedom of information Task Update” was received.
- Committee Recommendations:
- Special Event Protocol Guidelines were endorsed by Council with an amendment.
- OCP amendment application - 1485 Fir Street (19-009 OCP/ZON/MJP) was refused and directed staff to work with the applicant.
- Bylaws:
- Council gave final reading to “Water Services Bylaw, 2015, No.2117, Amendment No.6, Bylaw, 2019, No. 2302”.
- Council reconsidered their resolution to rename Totem Plaza and requested a report to be brough forward regarding the history behind the naming of Lions Lookout Park and Totem Plaza and possible options/consideration of future naming of the park and plaza.
- Proposed Cut-Through Walkway from Oxford Street to Martin Street: Council directed staff to report back with information regarding the potential construction of the proposed cut-through walkway.
- Zoning Bylaw: Council directed staff to report back with a corporate report that identifies issues regarding new single-family home development in White Rock, and present potential options to address these issues, through a review of the zoning bylaw and other related city bylaws
- Question and Answer period is an opportunity for the public to ask questions and make comments to Council at the beginning of the Council Meeting. A summary of all questions and answers will be available on the City’s website under the Government tab following the adoption of the minutes.
