Para la Junta del Fondo Mundial,

Las Personas que Viven con VIH/SIDA en Venezuela no tienen acceso a los servicios de salud, a los medicamentos e insumos que les permitirían vivir con calidad de vida. Tampoco existen insumos básicos para diagnosticar y tratar la Tuberculosis y la Malaria.

Esta situación sucede en un contexto más amplio de un crisis económica, política, alimentaria, sanitaria y social. En enero de 2016 el gobierno de Venezuela decretó el Estado de Emergencia Económica y justo un año después, enero 2017, extendió este decreto presidencial, argumentando que durante el año 2016 los ingresos en divisas de la Nación cayeron en 5,291 millones de dólares. La moneda Nacional, el Bolívar se ha depreciado más de un 900% y la inflación supera el 700%. En el país faltan alrededor de 150 medicamentos esenciales , un número significativo de profesionales de la salud han migrado a otros países con un sistema de salud colapsado. Los venezolanos hacen horas de fila para acceder a productos alimenticios, razón por la cuál la salud ya no es prioritaria.

Faltan antirretrovirales, medicinas para tratar infecciones oportunistas y otras enfermedades que también les afectan como el cáncer, problemas cardiovasculares, hemofilia, difteria, hipertensión, diábetes, lupus, entre otras. Hay una severa escasez de reactivos para pruebas de VIH y condones.  Pero no existe forma de evaluar independientemente el impacto de esta situación en vidas y en nuevas personas infectadas con el VIH. A esto se suma una profunda crisis alimentaria por limitada existencia de alimentos básicos como: leche, arroz, harinas, trigo, granos, carnes de res, pollo, cereales, azúcar, aceites y mantequilla, fórmulas lácteas, lo que produce el aumento de casos de personas con VIH con hambre y en situación de pobreza extrema, y por tanto, compromete su situación inmunológica. 

Este no es un petitorio político y no busca fijar postura sobre el actual gobierno. Este es un llamado humanitario pare evitar el genocidio de los venezolanos que viven con VIH.

La Red de Venezolana Personas Positivas han solicitado en Junio de 2016, el apoyo financiero y técnico del Fondo Mundial para el SIDA, la TB y la Malaria. Y el 18 de enero de 2017, el Presidente de la Junta de Gobierno y el Director Ejecutivo han respondido (7 meses después) que Venezuela es "un país de renta media alta, productor de petróleo", y que no es elegible para el Fondo. Estos son decisiones informadas por un pobre contacto con la realidad. Además, señalan que no están en posición de realizar excepciones. En cambio el pleno de la Junta si.

El Fondo mundial ha financiado países no elegibles en el pasado como situación excepcional, como por ejemplo, con la denominada “Regla de las ONG´s” que invirtió en ONGs de Rusia durante años, un país que goza de una situación económica y sanitaria considerablemente mejor. El Fondo cuenta también con mecanismo de financiamiento para contextos de crisis humanitarias.

Exigimos que la Junta de Gobierno del Fondo Mundial para el SIDA, la TB y la Malaria apruebe un financiamiento excepcional para Venezuela por medio de algunos de sus Socios Técnicos, Agencias de la Naciones Unidas, como también, por medio de la sociedad civil.

Apoyen la firma de este petitorio que será presentado a la junta a la brevedad, y colaboren para que las personas con VIH puedan vivir y no morir a causa del SIDA, y también menos venezolanos y venezolanas queden expuesto al contagio del Virus. Tu puedes ayudarnos a salvar vidas!

For the Global Fund Board,

In Venezuela, People living with HIV/AIDS do not have access to health services, medicines and supplies that would allow them to continue living. Nor are there any basic supplies for diagnosing and treating Tuberculosis and Malaria.

This situation follows a broader context of an economic, political, food, health and social crisis. In January 2016, the government of Venezuela decreed the State of Economic Emergency and just a year later, in January 2017, extended this presidential decree, recognizing that during the year 2016 the country's foreign exchange earnings fell by 5,291 millions dollars .The national currency, Bolivar,  has depreciated more than 900% and yearly inflation exceeds 700%. In this country, there are no stock of more than 150 essential medicines, a significant number of health professionals have migrated to other countries in a context of a collapsed health system. Venezuelans spend hours in line to access food products, which is why health is no longer a priority.

There severe stock out of Antiretroviral treatment, medicines to treat opportunistic infections and other illnesses such as cancer, cardiovascular diseases, hemophilia, diphtheria, hypertension, diabetes, lupus, among others. A severe shortage of test kits and condoms. But there is no way to independently assess the impact of this situation on the lives of people living with the virus and newly infected people. In addition, the face an acute food crisis due to the limited existence of basic comestibles such as: milk, rice, flour, wheat, grains, beef, chicken, cereals, sugar, oils and butter, milk formulas. As a result of this, people with HIV face hunger and an extreme poverty, and therefore compromises further their immune response.

This is not a political petition and does not seek to establish a position on the current status of the government. This is a humanitarian call to avoid the genocide of Venezuelans living with HIV.

The Network of Positive People from Venezuela (RGV+)  requested in June 2016 the financial and technical support of the Global Fund to fight AIDS, TB and Malaria. And in January 18th, 2017, the Chair of the Board and the Executive Director have responded (7 months later) that Venezuela is a "high-income oil producing country" that is not eligible for Global Fund funding. Those are arguments are based in a very poor assessment of the real world. They also point out that they are not in a position to make exceptions. But the full Global Fund Board can.

The Global Fund has, in the past, financed under exceptional circumstances ineligible counties, such as the so-called "NGO Rule”, that it has invested in, for many years, in NGOs in Russia, a country that enjoys a slitty better economic and health situation. The Fund also has a funding mechanism for humanitarian crises.

We demand that the Board of the Global Fund to fight AIDS, TB and Malaria urgently approve exceptional funding for Venezuela, through some of its Technical Partners (United Nations Agencies), as well as, through civil society organizations.

Support this petition that will be presented to the board, as soon as possible, will be needed to collaborate so people with HIV can live and not die of AIDS, and fewer Venezuelans will be exposed to the virus. You could help us to save lives!
