Revival plans for historic Leeds city centre area revealed

THE area has already undergone a major revival but the east side of Leeds city centre is set for further rejuvenation as proposals are lodged for the development of historic Kirkgate.

Kirkgate Land, a special purpose vehicle set up by Cityfusion to deal specifically with the redevelopment of Kirkgate, has submitted detailed planning for the refurbishment of several sites on the historic street.

The application covers 83/89, 91 and 97 Kirkgate, asking to permanently change the use of number 83, which is operated as an arts hostel by East Street Arts.

It also includes the opening of Pine Court and Holiday Court Ginnel to enable small retail units and studios for independent retailers to be developed.

Many of the upper floors on Leeds’ oldest street have been vacant for more than 50 years, but under these plans will be transformed into offices, workspace and apartments.

The Kirkgate Arts District, a joint venture between Cityfusion, East Street Arts and local businesses, has been awarded grants by the Heritage Lottery Fund, via the Lower Kirkgate Townscape Heritage Initiative.

Current owners Cityfusion acquired the 18th century, grade II-listed First White Cloth in 2001 as well as several other buildings on the street.

Discussions to restore Kirkgate stalled after becoming “protracted by association” with the Council’s plans for the First White Cloth Gallery, and were not progressed until recently. Tramstop near Kirkgate and the Corn Exchange, 1955

Chartered surveyors Aspinall Verdi were appointed to submit grant applications to enable the restoration to go ahead.

Paul Nathan-Geary, a spokesman for KLL said: “We have been working hard over many years, with the Council, stakeholders, local businesses, landowners and East Street Arts, all who have a shared vision for the Kirkgate Arts District (KAD).

“Following the opening of Victoria Gate and the refurbishment of Kirkgate Market, Leeds oldest street can now be successfully re-integrated into the city centre. We look forward to working closely with the Council, the HLF and other stakeholders to deliver the vision to which I believe we are all committed.”

Nicola Greenan, external relations director at East Street Arts said: “We are delighted with the way our Arts Hostel at 83 Kirkgate has been received by visitors and are keen to extend our role within this exciting area of the city centre.

“We are very supportive of what is an imaginative and well-conceived scheme, that will open up Kirkgate’s historic ginnels and yards, create affordable premises for local businesses and change the perception of Kirkgate, for the benefit of its occupiers and the First White Cloth Hall.”
