SPRINGFIELD — The sheriff charged with restoring order in Minneapolis after the police murder of George Floyd said he still believes Americans have a right to protest — but not to riot.

Sheriff David Hutchinson of Hennepin County, Minnesota, told a class of criminal justice students at American International College on Thursday that most of the people who took to the streets of Minneapolis last year did so legally. But by his estimate, 2% of the demonstrators, including several who were “outside agitators,” went over the line by smashing windows and setting buildings on fire.
