Father of man shot by Billings police files lawsuit

BILLINGS, Mont. (AP) — The father and son of a man who was fatally shot by a Billings police officer in April 2014 have filed a wrongful death lawsuit against the city.

The Billings Gazette reports the family of Richard David Ramirez alleges Officer Grant Morrison violated Ramirez's civil rights, did not follow procedure and the city did not adequately investigate the shooting.

An internal review found the shooting was justified and a coroner's jury did not recommend any criminal charges.

Morrison had stopped a car in an alley and within a minute shot an unarmed Ramirez in the back seat. Video indicates Ramirez did not comply with repeated orders to show his hands.

The lawsuit, filed on Nov. 16, also names Morrison and Police Chief Rich St. John. The department declined to comment and the city has not filed its response.
