Police release mugshot of man arrested on suspicion of throwing, beating dog

A man was arrested on an animal cruelty charge after a witness recorded him allegedly grabbing a dog, throwing the shepherd mix to the ground and beating it, officials said.

Joshua Mitsumatsu, 29, was arrested Monday at the Villa Sierra Apartments in Central El Paso, officials said.

A witness captured a video Sunday of Mitsumatsu allegedly grabbing a 1½-year-old shepherd mix named Tali, throwing it from shoulder height to the ground and then beating up the dog, El Paso Police Department officials said.

An investigation of the case by the department’s Animal Cruelty Investigative Unit revealed that Mitsumatsu was allegedly the man in the video beating up the dog, officials said.

Mitsumatsu was arrested on suspicion of cruelty to nonlivestock animals. He was booked into the El Paso County Jail on a bond of $3,500.

Tali is now in the care of Law N Paws, a nonprofit organization founded by an El Paso police detective which provides foster care for pets in animal abuse case, officials said.
