Kelly Mae Hemphill — seen overdosing and being revived by Narcan in a February 2016 video — has made it to Gloucester County's Most Wanted list.

Dec. 14, 2018: Kellie Mae Hemphill, who also goes by the name KelMae Hemphill, is featured in a New York Times article exploring the impact of drug overdose videos that are shared by witnesses and police departments.

The original story, published in May 2016, is below:

PAULSBORO - A woman whose heroin overdose was caught on video is now among Gloucester County's Top 10 most wanted fugitives.

Kelly Mae Hemphill, 25, is wanted for missing a court date related to a November 2015 robbery in Paulsboro in which a man was strangled with a cord while he was robbed, according to municipal court summonses.

Hemphill and Robert Hemphill, 27 — both listed as National Park residents on the 2015 complaints — and Franklinville man Nicholas Aguilar, 22, are charged in connection with the alleged robbery.

Aguilar is accused of strangling a man with a cord and threatening the victim with a ratchet while $270 and an iPhone 6 were stolen, according to the municipal court complaint.

He was charged with aggravated assault, theft, robbery, conspiracy to commit a crime, and possession of a weapon — a ratchet in the waistband of his pants — with the intention to use it unlawfully, the complaint indicates.

Robert Hemphill is charged with receiving stolen property for allegedly possessing the $800 iPhone 6, according to the complaint.

Kelly Mae Hemphill is charged with theft and conspiracy to commit robbery, according to court records.

Paulsboro Police confirmed Kelly Mae Hemphill is the same woman filmed while overdosing on heroin on the side of Route 44 in West Deptford in February — three months after the alleged robbery in Paulsboro.

In the YouTube video — viewed 189,250 times since posted — Hemphill, going by the name Kelly Mae Demore, is seen on the ground pale and unresponsive.

At least two civilians attempt CPR on the woman's limp body. One woman calls out that the victim needs Narcan, a drug known to reverse a heroin overdose.

The cellphone video includes footage of first responders — Paulsboro Police — administering two doses of the overdose antidote.

The woman survived, police said.

Kelly Mae Hemphill was added to the county's Top 10 Most Wanted list last week for missing a court date after "a couple of the others were arrested," prosecutor's office spokesman Bernie Weisenfeld told the Courier-Post.

She is described as white, with brown hair and brown eyes, 5-foot-7 and weighing 100 pounds, according to the prosecutor's office, which warns against civilians attempting to apprehend her.
