NEW DELHI: The movement of physical files between government departments for routine communication like intimations for meetings or their minutes and circulars may soon become obsolete. ‘E-Patrachaar’ is the Narendra Modi government’s new way for communication.
The email system has been introduced on the Prime Minister’s eSamikSha portal through which all major government projects and initiatives are monitored. The ‘E-Patrachaar’ module incorporated into the platform recently has led to meeting notices and agendas, circulars, letters and minutes of meetings being emailed to recipients in an effort to track, improve and speed up communication between implementing agencies.

This correspondence is also displayed through notifications on the eSamikSha dashboard visible to all ministries for prompt view and action. There is also an online central repository of all documents for easy retrieval. An E-Patrachaar notice board and E-Patrachaar highlighter have been set up on the eSamikSha portal to display circulars uploaded for various ministries.

The Prime Minister’s Office (PMO) also sends SMS alerts to a user’s mobile phone when a communique is issued, eliminating the need to put out physical notices. This builds on a feature on the eSamikSha platform for sending automailers and SMS notifications to secretaries at regular intervals, including when the target date for a project is near or additions are to be made on action points.

Four state governments and 14 central ministries and departments have replicated the eSamikSha model to monitor their own schemes. These include the human resource development, shipping, external affairs, road transport and highways, textiles, water resources, electronics and information technology, railways, women and child development ministries and departments such as animal husbandry and fishing, health research, the Employees Provident Fund Organisation and National Informatics Centre. The governments of Uttar Pradesh, Bihar, Jammu & Kashmir and Meghalaya have also launched their own eSamikSha portals.
