Portland Police Chief will return to full duty after investigation into training log

Portland Police Chief Mike Marshman will return to full duty immediately, according to a statement from Portland Mayor Ted Wheeler.

Marshman and Adjunct Lieutenant Michael Leisure were placed on paid administrative leave March 24 pending an investigation.

According to an email (read the full document below) from the bureau's human resources director to Wheeler, Marshman was under investigation for allegedly asking Lt. Leisure to sign the chief's name on an attendance sheet at a training he didn't attend. Lt. Leisure and Marshman's stories did not match during the investigation, which is why both were placed on paid leave.

Marshman claimed he told Lt. Leisure to sign the training log on his behalf -- not the roster -- because he would be late. An additional investigation was launched because of the discrepancies between the two men's stories.

The director of human resources found that Marshman did not violate the bureau's "directive on truthfulness and while it appears that he did not violate any bureau directives, I will reserve making that finding until I have reviewed the full investigation."

Following his reinstatement, Marshman said in a statement he was looking forward to getting back to work and supporting police officers as they serve the community.

"I will continue to focus on the bigger issues facing the City of Portland and the Police Bureau. I appreciate the support I have received from Bureau members and the community," he said.

Mayor Wheeler released the following statement Wednesday evening:

“Today, after reviewing initial findings of the Independent Police Review investigation into Portland Police Chief Mike Marshman provided to me by Human Relations Director Anna Kanwit, I made the decision to return Chief Marshman to full duty effective immediately. The findings concluded that Chief Marshman did not violate the Police Bureau’s directive on truthfulness, and does not appear to have violated any bureau directives. Chief Marshman has clearly and consistently stated his view that the same rules apply to every officer, regardless of rank, and I thank him for putting that belief into action during this process. I also want to thank Assistant Chief Chris Davis, bureau command, sworn officers, and professional staff. The IPR process can be disruptive, and all involved remained focused on the important work of the Police Bureau.”
