NIAGARA FALLS, N.Y. (WIVB) — Niagara Falls Police are looking for 5th Street resident Myquan R. Pringle, 22, who is accused of intimidating and slapping a disabled man as the incident was captured on video.

The video where police say Pringle slapped William “Billy” Finlayson at a Portage Road Tops store quickly made its way around the internet in December.

“The victim is not homeless but does suffer from both mental and physical disabilities,” says Kelly Rizzo, NFPD chief of detectives. “We believe he was targeted due to his limited ability to communicate clearly with responding officers when police are called.”MORE | “Billy” speaks out on the slapping incident.

Pringle is described as a black male standing at 5’06” and weighing 145 lbs.

Police and the District Attorney’s Office have been trying to get Pringle to surrender for several days to no avail.

Detectives say they went to Pringle’s home to arrest him, but he fled and now faces charges for resisting arrest and obstructing governmental administration.

Authorities also seek to charge Pringle with endangering the welfare of an incompetent or physically disabled person.
