November 18, 2021

REA and the District discussed proposals:
REA Requests a sidebar for November 30, 2021 to discuss Articles 22 regarding salary COLA and Article 23 regarding pool costing. In addition, REA requested that the Financial Department provide cost savings to date from unfilled positions.

REA requests next bargaining session for December 7, 2021.

Confirmation by the District that salary proposal would be retroactive from September 2021.

Presentation by REA related to financial proposals.

REA and the District discussed next steps:
By end of day on 11/19/2021, REA and the District will confirm a date for a sidebar meeting.

November 2, 2021

REA and the District discussed proposals:
Article 23, Fringe Benefits – The District will provide additional information as requested by REA in sidebar.
Article 25, Reduction in Force – REA and the District will continue discussions in sidebar.
Article 26 C, Student Services: Social-Emotional and Wellness Support Services – Accepted as written
Article 27, Class Size and Caseload Workload – Accepted as written

REA and the District discussed next steps:
The District and REA will schedule a sidebar date for week of 11/8/21 by the end of the week on 11/5/21. Proposed date for next session: Nov. 16 The District and REA will discuss parameters of scheduling next session in-person during sidebar.

October 18, 2021

The twelfth open bargaining session between Reynolds Education Association (REA) and Reynolds School District (District) was held on October 18, 2021 by Zoom call.

This session was to discuss Articles 22, 23, 25, 26 C, 27

District Counter

The District declined to counter at this time because this is the fourth session in which the Association has not provided any movement on its financial proposal and no movement on any of the language proposals to move bargaining forward. The District offered a sidebar to discuss proposals.

REA and the District discussed next steps.

The next bargaining session between Reynolds Education Association (REA) and Reynolds School District (District) was held on September 24, 2021 by Zoom call.

This session was to discuss Articles 22, 23, 25, 26 C, and 27.

Teams were introduced as follows:

  • REA Bargaining Team – All present
  • District Bargaining Team – All present

Summary:

  1. Article 5, Employee Rights – Tentative agreement.
  2. Article 22, Employee Compensation – REA requested to table Article 22 as it would not be countering during that evening’s bargaining session.
  3. Article 23, Fringe Benefits – Agreement on language, REA indicated it wanted to package Article 23 with Article 22 before TA’ing Article 22.
  4. Article 26 B, English Language Development – Agreement on language.
  5. Article 26 C, Social Emotional Services – District and REA will meet to discuss in a side-bar meeting.
  6. Article 27, Class Workload - Article will be addressed after REA receives additional guidance from OEA on SB 580.

  1. Article 5, Employee Rights – REA requested clarification on the definition of curriculum rate. Requested comparison of curriculum rate to compensation received by in-district translators.
  2. Article 22, Employee Compensation – District and REA will meet to review financials.
  3. Article 23, Fringe Benefits – District and REA will meet to review financials
  4. Article 26 B, English Language Development – District will bring counter to June 24th session.
  5. Article 27, Class Workload – Article will be addressed after results of SB 580.

At the April 8, 2020, Board Work Session, the Reynolds School District Board of Education unanimously approved a memorandum of understanding (MOU) to postpone labor negotiations between the Reynolds School District (RSD) and the Reynolds Education Association (REA) until April 30, 2020. The MOU agreement was reached between RSD and REA in response to Governor Brown's executive order 20-08, School Closure, and executive order 20-12, Stay Home, Save Lives. According to the MOU, RSD and REA can continue discussions and reach additional MOU's throughout the length of the agreement. (MOU attached below)
