Organizational Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). The position is located in the Economy Division, Chemicals and Health Branch, Global Environment Facility (GEF) Chemicals and Waste, Nairobi duty Station.

Responsibilities

Under the direct supervision of the Chief, Project Management & Administration Unit and the Senior Programme Officer, GEF Chemicals and Waste Team, the incumbent will be responsible for the following duties:

  • PROGRAMME PLAN AND PRIORITIES:
  1. Link the GEF Portfolio of Chemicals and Waste to the UN Environment Programme of Work (POW) relating to the Chemicals and Waste subprogrgramme by working closely with the Corporate Services Division (CSD) and Economy Division of UN Environment. Link all GEF C&W projects to the UN Environment indicators under the Chemicals and Waste Sub-programme. Provide input in reporting by CSD to include all project’ deliverables into the POW results matrix which is presented annually to the UN Environment Committee of Permanent Representatives (CPR).
  2. As part of the GEF Implementing Agency team, working with partners to prepare and monitor project specific as well as portfolio-wide forecasts for project delivery. Forecasts to be used for monitoring project implementation on a quarterly basis. Work to include project specific and portfolio wide review of implementation.
  3. Review of annual project implementation reports and compilation of reports to facilitate portfolio wide reporting to the GEF Secretariat. supervise project Executing Agencies to ensure delivery of project outputs in line with the annual work plan; review and approval of revisions to annual work plans and project budgets to ensure project delivery in line with agreed targets; and, adjustment to project agreements with Executing Agencies to include extension of project life, cancellation of projects, organisation of midterm evaluations and coordination of project terminal evaluations.
  • BUDGET PREPARATION, IMPLEMENTATION AND ADMINISTRATION:
  1. Analyze cost estimates and budget proposals, including programmatic aspects. Ensure compliance with the results-based framework and other legislative mandates. Review, analyze and finalize financial implications arising from decision/statements of the Security Council and the General Assembly and its subsidiary bodies.
  2. Analyze and recommend spending authority and monitor budget implementation to ensure it remains within authorized levels. Administer and monitor extra-budgetary resources, as applicable.
  3. Review and finalize budget performance reports, analyzing variances between approved budgets and actual expenditures. Ensure compliance with the Financial Regulations and Rules and established policies and procedures.

4 .Provide substantive support to relevant intergovernmental and expert bodies in their review of budget proposals; assist in securing approval from the General Assembly or related governing body.

  1. Work across the C&W portfolio Task managers to develop Output based project budgets with reporting and tracking at Output and project level in UMOJA. Set up project and program budgets in the United Nations ERP system UMOJA to allow for Component level tracking and Output level reporting.

GENERAL:

  1. Provide advice and guidance, as required, to clients of the Division on budgetary and financial policies and procedures, including results-based budgeting.
  2. Undertake project inception, supervision and closure meetings to review financial performance and annual forecasting as presented to project stakeholders.
  3. Keep up-to-date on documents/reports/guidelines/issues that have a bearing on matters related to programme budgets, as appropriate, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  4. Draft reports for inter-governmental bodies and for management on budgetary issues and correspondence; undertake research and analysis of budgetary policies and procedures, make recommendations for changes and/or modifications.
  5. Represent UNEP GEF chemicals and health focal point in inter- and intra-departmental meetings and, as appropriate, before legislative and expert bodies, on matters related to resource requirements, programme planning and budgetary issues.
  6. Perform other related duties, as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in finance, administration, budget, business administration or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Project Management knowledge desirable.

Work Experience

A minimum of seven years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Three years of experience in budget development and financial administration of resources at the international level is required. Experience providing detailed analysis and provision of recommendations to senior leadership on complex budgetary and financial issues is highly desirable. Experience with the GEF project cycle and management of GEF financial resources is desirable. Experience leading and managing a team is also desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required; Knowledge of another UN official language is an advantage.
