Description of Work

The State Library of North Carolina is comprised of three major programs: the Government and Heritage Library, the Library for the Blind and Physically Handicapped, and Library Development.  The Chief of Library Development serves as a member of the State Library's Senior Management team with Chief of Library Services, the Assistant State Librarian, and the State Librarian to set vision and strategic direction for the State Library and direct the activities of the organization.  As manager of the Library Development section, the Chief provides leadership for statewide programs that work in partnership with local communities and others to extend and develop public library services.  This position supervises staff and directs activities in designated program areas:  State Aid grants, LSTA grants, public library communication, public librarian certification, Center for the Book, and NC Cardinal.  The Chief facilitates cooperative efforts among all types of libraries and other organizations in North Carolina by establishing and maintaining effective working relationships with members of the North Carolina library community, library board members, Friends of Libraries, local government officials, and representatives of state government and other organizations with an interest in libraries.  The position oversees section budgets, including administration of grant funds, and insures compliance with all state and federal regulations.

Knowledge, Skills and Abilities / Competencies

This position requires substantial knowledge and understanding of the practices, policies, trends, and issues in library services, strategic planning, budget administration, human resources management, and project management.  Expertise in planning, coordinating, directing, analyzing and evaluating complex operations with multiple funding sources involving participants from different types of organizations and located in geographically dispersed areas.  Excellent communication skills demonstrated verbally, in writing, and through public presentation; meeting planning and facilitation, team building, problem analysis, troubleshooting and resolution.  Strong analytical skills and the ability to perform meaningful data collection and evaluation to support planning and decision-making. Demonstrated ability to assert leadership in statewide library development and translate trends, needs and other input into vision and strategic direction.  Ability to plan and implement change initiatives.  Ability to assess personnel needs based on program goals and effectively conduct recruitment, selection, training, supervision, coaching, and evaluation of staff.  Ability to identify external funding sources and opportunities; prepare successful grant proposals, and ensure compliance with state and federal regulations for grant-funded projects.  Ability to manage in a complex work environment with competing priorities and to develop effective working relationships and strategic partnerships within state government, the North Carolina library community, and at the national level.

Minimum Education and Experience Requirements

Master's degree in library and information science or a related discipline and four years of professional librarian experience, of which three years are in a supervisory, consultative, or administrative capacity. Degree must be received from appropriately accredited (ALA) institutions or regionally accredited programs in North Carolina.  Public library experience preferred.
