Summary:

The U.S. Embassy in Jerusalem is seeking eligible and qualified applicants for the position of  Political Assistant, FSN-9.


The work schedule for this position is:



  • Full Time (80 hours/bi-weekly)


Start date: Candidate must be able to begin working within one month of receipt of authorization and/or clearances/certifications or their candidacy may end.


The position is based in Gaza, with frequent travel to Jerusalem and Ramallah.

Duties

The incumbent is the subject matter expert on the political, social, and security environment in the Gaza Strip.  The incumbent develops and maintains a broad contact base of human rights, political, security, religious, education, and civil society contacts.  Gathers information on short-, medium-, and long-term political, social, and security developments and trends from contacts and media reporting.  Provides daily spot reporting, with minimal or no review, to Political Section.  Assists with meeting and event organization for Political Section and Palestinian Affair’s Unit leadership, and assists with maintaining contact database.  Assists with VIP visits as interpreter and/or by arranging meetings with contacts.  Accompanies Political Officers to meetings, to act as note taker and interpreter.  Assists with drafting and editing emails and front channel reporting for senior decision makers in the Embassy and Washington.  Provides unofficial translation support to Political Office.  The position reports directly to a Political Officer. 

Qualifications and Evaluations

Requirements:

Experience:


A minimum of three years previous experience in political reporting, humanitarian work, or working with NGOs, non-profits, and civil society organizations is required.


Skills and Abilities:


Must have excellent knowledge of Microsoft Office applications (Word, Excel, Outlook and video communications such as WebEx and Zoom).


Languages:


Level IV (Fluency) in English and Arabic (Reading/Writing/Speaking) is required. (This may be tested).

Education Requirements:

BA Degree in one of these fields; law. Gender Studies, Political Science, International Relations, History, or Economics is required.

Applicants must meet all position requirements, including experience, education, language, and skills.

  • For EFMs, benefits should be discussed with the Human Resources Office. The pay plan is assigned at the time of the conditional offer letter by the HR Office.

  • Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Jerusalem will receive the following Benefits:


Thirteen Month salary


Vacation Bonus – The amount is NIS 371.00 per day. The number of days paid depends on the length of service.


Retirement Plan – The Embassy contributes 6.9% and the employee contributes 5.5% of basic salary on a biweekly basis.


Education Fund – The Embassy contributes 7.5 % and the employee contributes 2.5% of basic salary on a biweekly basis.


Gift Bonus – The employee will receive NIS 330.00 paid on Passover and Rosh Hashanah.


Annual Leave – Employee is entitled to 13 workdays of annual leave per year, for the first 3 years of service.


Sick Leave - Employee is entitled to 30 workdays of sick leave per year.


Holidays - In addition to observing local holidays as required by law, the Embassy is also closed for 10 U.S. designated holidays every year.

ADDITIONAL SELECTION CRITERIA:

1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.

4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
