Texas Insurance Department Promotes 4, Names New Internal Audit Director

The Texas Department of Insurance has promoted four staff members to new positions and hired a new director of internal audit.

TDI selected Arby Gonzales as the agency’s new Internal Audit director. Gonzales comes from the State Auditor’s Office, where he led audit teams as managing senior auditor. He also served as deputy director of Internal Audit at the Department of Motor Vehicles. He’s a certified public accountant and certified fraud examiner. He has a bachelor’s degree from DePaul University in Chicago.

Leah Gillum is now deputy commissioner of the Enforcement Division. She’s been with TDI since 2004 and has been associate commissioner of Enforcement since 2017. She is board certified in administrative law and serves on the Administrative and Public Law Section Council of the State Bar of Texas. She’s a graduate of the University of Texas School of Law and has a bachelor’s degree from Rice University.

James Person has been named general counsel. He had served as interim general counsel since April. Before joining TDI, Person was an assistant general counsel to Governor Greg Abbott. He’s also been an assistant attorney general at the Texas Attorney General’s Office and an assistant general counsel at the Texas Lottery Commission. He has a law degree from Southern Methodist University School of Law and a bachelor’s degree from the University of Texas at Austin.

Michael Nored has been named Special Counsel to the Commissioner. He joined TDI as an attorney in the Enforcement Section in 2012. He moved to the Legal Section in 2013, became director of Financial Counsel later that year, and was selected to lead the Legal & Enforcement Division in 2017. He also has 14 years of private sector insurance law experience. He earned his bachelor’s degree from Texas A&M University-Corpus Christi and his law degree from Texas Tech University.

Nancy Clark, who has served as TDI’s deputy commissioner for Administrative Operations since 2017, is expanding her role to chief of staff. She has a bachelor’s degree and master’s in organizational leadership and ethics from St. Edward’s University. Before joining TDI, she was an actuarial assistant for a life and health consulting firm. Clark is also a certified government financial manager and a 2012 graduate of the Texas Fiscal Officers Academy.
