Job Description

This position serves as the Business Process Owner (BPO) of Benefit Plan Design (BPD) which is a key process within the Office of Retirement Services (ORS). BPD identifies 'what's next' in benefits. BPD anticipates and provides solutions related to retirement plans, healthcare, financial, contractual, legislative or strategic/plan design issues. BPD balances the changing needs of our customers with the fiduciary responsibility of managing public trust resources. BPD is responsible for oversight of the $1.2 billion health care program, maximizing strategic value and oversight of contracts, all divisional metrics, designing highly complex studies in the retirement and health care area; and planning and conduction program advocacy and education initiatives. The position manages the development and implementation of the Retirement System's annual business plan; coordinates the development, promotion, and implementation of divisional initiatives and leads special projects. The BPO is responsible for the oversight of the actuarial process, Deferred Compensation/Defined Contribution plan, FOIAs and administrative hearings. This position is responsible for ensuring that greatest efficiency is derived from all system and process enhancements, quality control, long-term planning, and providing leadership for special projects and day to day operations of a highly complex specialty area. This individual serves as a primary communicator between BPD and the rest of ORS.

Required Education and Experience

Education
Possession of a bachelor's degree in any major.
 

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Additional Requirements and Information

Equivalent combinations of nonprofessional experience, identified by the appointing authority and approved by Civil Service that are represented by subclass codes, will be accepted for classified, professional experience equivalent to the P11-level and above. The nonprofessional experience must be related to departmental programs and services that provide the required knowledge, skills, and abilities.

Certain positions may be assigned subclass codes and individuals appointed must possess the required specialized experience.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.


Holidays

State employees receive 12 scheduled holidays each year, which include New Years Eve Day and New Years Day, Christmas Eve Day and Christmas Day, Memorial Day, and Veterans Day just to name a few.

Insurance and Other Benefits

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.


Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%). ORS administers two different retirement plans for State of Michigan employees: a Defined Benefit (DB) plan and a Defined Contribution (DC) plan. Use the following link for detailed information:
