The NC Department of Health and Human Services (DHHS), in collaboration
with its partners, protects the health and safety of all North Carolinians and provides essential human services.

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 18,000 employees. It is responsible for ensuring the health, safety and well being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled and mentally ill, and helping poor North Carolinians achieve economic independence. 

This position is responsible for the management of contractual payments that requires knowledge of all contracts, budget and claim reimbursement requirements to train and manage staff. Work cooperatively with all staff and management both internally and externally.  Manage the payment of the contracts requires knowledge of the drawdown of federal funds, types of expenditures and recording of expenditures. Ensures compliance with all state and federal laws.  Assist with hiring of personnel, maintaining appropriate disciplinary and review records and other duties as assigned.

Normal work hours: Monday -  Friday, 8am - 5pm

Knowledge, Skills and Abilities / Competencies

Qualified applicants must possess and clearly reflect work experience on their application that demonstrates the following:

  • Demonstrated working knowledgeable in government accounting methods, procedures and practices.
  • Demonstrated working knowledge of the Generally Accepted Accounting Principles.
  • Ability to ensure high accuracy and complex accounting transactions. 
  • Demonstrated supervisory experience.
  • Must possess clear and concise communication skills, both verbal and written.
  • Demonstrated experience using Microsoft Word and Excel.
Competency Level:  This is an Advanced level position; however, Journey level applicants will be considered if no applicants meet the full Advanced level skill set.

Management Preference:
NCAS experience and/or any Automated Accounting Systems, Cash Management experience and the ability to research and identify problems, conduct analysis independently and in collaboration with others and attention to detail.

Minimum Education and Experience Requirements

Bachelor's degree with twelve credit hours of accounting coursework; or associate's degree in accounting; or associate's degree in business or related discipline with twelve credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
