Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 3, 2021 11:39 AM
From: Senator Judith L. Schwank
To: All Senate members
Subject: Health in All Policies

In the near future, I plan to introduce legislation that would establish a Health in All Policies Task Force to identify strategies to ensure that health impacts are considered in state policy development in order to address social determinants of health and health disparities in the Commonwealth.

Health in All Policies (HiAP) is a collaborative approach that integrates health considerations into policymaking across state government to improve the health of all communities and people. As the Centers for Disease Control and Prevention’s (CDC) Office of Policy and Strategy states: “HiAP recognizes that health is created by a multitude of factors beyond healthcare and, in many cases, beyond the scope of traditional public health activities. The HiAP approach may also be effective in identifying gaps in evidence and achieving health equity.”

The COVID-19 pandemic has presented many medical, socio-economic, and public policy challenges that have shined a light on significant health inequalities in Pennsylvania. Adopting a HiAP strategy will help to address these existing health disparities beyond the current public health emergency.

I hope you will join me in cosponsoring this important legislation that will help our state develop the most effective and achievable means for improving the health and well-being of all Pennsylvanians.
