CA Energy Commission Finalized Big Changes To Title 24 - 2016

On June 10, the California Energy Commission unanimously approved building energy efficiency standards, known as 2016 Title 24, Part 6. The 2016 Title 24 standards will take effect on Jan. 1, 2017.

The residential lighting measures include requirements for the use of high-efficacy lamps or luminaires in all indoor dwelling spaces. The installation of high quality lighting with controls is expected to nearly halve the energy required for lighting new homes, advancing California’s homes toward the state’s 2020 Zero Net Energy goals. The definition of high-efficacy was expanded to include additional technology types and lighting quality characteristics. The full description of the requirements, as they were adopted, are available in section 150.0 of Title 24, Part 6 and in Joint Appendix 8 (JA8).

High efficacy sources / fixtures must have (partial list):  

  • 45+ lpw
  • 0.9+ power factor
  • <0.5 second start time
  • <4000K CCT for inseparable LED luminaires, LED engines, and GU24 LED.   <3000K CCT for all other sources.
  • Duv > -0.0033 and < +0.0033
  • CRI 90+
  • R9 of 50+
  • Ambient or elevated thermal testing for life, lumen maintenance, and survival.
  • 86.7+% lumen maintenance for 6,000 hours
  • 25,000+ hours L70
  • 15,000+ hours rated life
  • 90+% survival rate at 6,000 hours
  • <10% minimum dimming level
  • flicker below 30%, below 200 Hz, at full power, and at 20% light output.
