Blumenthal, Murphy unveil federal Green Bank legislation

U.S. Sens. Chris Murphy and Richard Blumenthal, along with a fellow senator from Rhode Island, on Thursday introduced federal legislation to create a national green bank.

The Senate legislation, dubbed the Green Bank Act of 2016, aims to use public seed money to draw private-sector investments in clean energy and efficiency projects.

The proposal is modeled on the design pioneered by Connecticut when it launched the first green bank in 2011. New York and Rhode Island have since followed suit.

The bill has companion legislation in the House introduced by Reps. Elizabeth Esty, Jim Himes and others.
