Terrestrial and space services addressed at Niamey Radiocommunication seminar

Focus on future spectrum management in Africa region

Geneva, 27 April 2015 – The Regional Radiocommunication Seminar 2015 for Africa closed today in Niamey, Niger. The seminar was organized by ITU and the African Telecommunication Union (ATU) and hosted by the Autorité de Régulation des Télécommunications et de la Poste (ARTP) of Niger as an important step in regional preparations for the World Radiocommunication Conference (WRC-15) that will be held in Geneva, 2-27 November 2015.

“The Regional Radiocommunication Seminar in Niamey marks an important step in preparing for future decisions related to spectrum management in the region,” noted ITU Secretary-General Houlin Zhao. “Held just two weeks after the conclusion of the second preparatory meeting for WRC-15, this seminar has helped focus attention on issues of regional concern, such as the digital dividend following the transition to digital broadcasting and emerging satellite technologies, such as the development of small satellite networks.”

“This seminar is undoubtedly a major step in the preparation of our continent for WRC-15,” said African Telecommunication Union Secretary-General Abdoulkarim Soumaila. “It was an opportunity to discuss the future of the UHF band in our region, the transition to digital TV, the digital dividend, and TV White Spaces as well as certain points of the agenda for WRC-15 that have specific interest for Africa.”

The first two days of the seminar, which opened on 20 April, covered procedures associated with the recording of frequency assignments for satellites in the Master International Frequency Register (MIFR) as well as best practices regarding the use of spectrum for both terrestrial and space services.

The next two days were devoted to workshops to enable participants to get hands-on experience with ITU notification procedures as well as with the software and electronic publications made available by the ITU Radiocommunication Bureau to Member States and to ITU-R Sector Members.

RRS-15-Africa concluded with a Forum on Friday, 24 April 2015 on "Emerging concepts in spectrum utilization and monitoring: Preparing for future spectrum management for the region".  The workshops focused on:

  1. Emerging concepts in mobile technologies and spectrum utilization, including dynamic spectrum access, such as TV white spaces)
  2. Bridging the digital divide through the allocation of the digital dividend
  3. Emerging concepts in spectrum monitoring
  4. Emerging concepts in satellite technologies/spectrum utilization, including Nano and Pico satellites
  5. Industry view on C-band in relation to WRC-15
  6. Improvements to satellite procedures related to WRC-15

Over 100 participants from 30 countries attended the seminar.
