Meeting opens to prepare for ITU World Radiocommunication Conference 2015
Radio-frequency spectrum and satellite orbits critical for global economy
Geneva, 23 March 2015 – The second session of the conference
preparatory meeting (CPM) for the forthcoming World Radiocommunication
Conference opened today in Geneva.
The CPM will consolidate and finalize a report to be presented to WRC-15 that
will take place in Geneva, 2-27 November 2015. It will examine the regulatory,
technical, operational and procedural studies of the issues on the WRC-15 agenda
conducted by the ITU Radiocommunication Sector. The CPM Report provides useful
information to ITU Member States to facilitate the preparation of their
proposals to WRC-15.
“The WRC is preceded by a long and rigorous preparatory process to lay the
groundwork and ensure that delegates are informed on all the issues and
understand the implications of the different options under discussion,” said ITU
Secretary-General Houlin Zhao. “This CPM is tasked to prepare the consolidated
Report that will go before WRC-15 and it is an extremely important meeting as it
will include possible solutions to the issues on the WRC-15 agenda, which will
be critical and increasingly valuable for the development of the global economy
in the 21st Century.”
World Radiocommunication Conferences, held every three to four years, are
mandated to review and, where necessary, revise the
Radio Regulations,
the international treaty governing the use of the radio-frequency spectrum and
the geostationary-satellite and non-geostationary-satellite orbits. The agenda
is determined by ITU Council,
which takes into account recommendations made by previous World
Radiocommunication Conferences and can include issues identified by ITU
Plenipotentiary Conferences.
WRC-15 will consider the results of the studies to review the relevant parts
of the international spectrum regulatory framework in the Radio Regulations in
line with the evolution of existing, emerging and future applications, systems
and technologies. WRC-15 will also decide on the most efficient ways to exploit
the limited resource of radio-frequency spectrum and manage satellite orbits.
