to Speak at TST’s Annual Meeting in Idaho Jimmie Locklear has worked with Forestry Mutual Insurance Company for 29 years. He began his career as a loss control representative for eastern North Carolina where his innate understanding of the logging industry served as an asset. He gained that understanding through boots on the ground experience working for, and then managing his father’s logging operation. This gave him an experience-driven understanding of logging and the problem loggers face on a daily basis. FMIC management found his first hand, in depth understanding of logging a key factor when asking him to develop a chainsaw safety program. Then in 1996 he began working as an insurance agent specializing in insurance for logging operations. In 2000, as Business Development Manager for FMIC, Jimmie began to coordinate relations with several logging insurance specialty programs across the United States. Jimmie headed up efforts to form TEAM Fire in 2001, a group that has had a major influence on educating the forest industry about logging equipment fire prevention. Jimmie’s efforts with TEAM, as well as, helping to organize the Carolina Loggers Association

earned him the. the American Loggers Council’s President’s Award in 2008. In 2015, Jimmie was instrumental in organizing TEAM Safe Trucking (TST) after the idea was initiated during a loss control meeting at FMIC. Jimmie has given presentations for the American Loggers Council, The Forest Resources Association, as well as, most state logger associations across the US promoting safety and best management practices for logging and trucking operations. During the last 4 years Jimmie has traveled to 27 states and given over 80 TEAM Safe Trucking presentations to help create awareness of trucking issues and promote truck driver safety training programs that are now available nation-wide. In May of 2020, Jimmie began working with Forest Insurance Center Agency, Inc. as Risk Control Manager. Development of safety and compliance information for the Transportation segment of the forest industry is his top priority. The recent completion of the Forest Products Transportation Truck Owner Guide for Development of Company Safety

Program booklet was a big step in providing truck owners with simple and understandable information for them to ensure compliance with state and federal safety regulations. Compliance has become a major consideration for insurance underwriters and has a major impact on an insureds ability to get a competitive quote for their truck insurance needs. Additionally, TEAM Safe Trucking’s driver safety training modules are the most convenient and cost-effective driver training programs available nation-wide. In Michigan, for instant, access to the TST driver training modules are free through the Michigan Association of Timbermen, (MAT), as well as, the Great Lakes Timber Professionals Association (GLTPA). Jimmie and his wife Ruthann have 7 children, 10 Grandchildren and 3 Great-Grandchildren. They love to travel and meet loggers to share Jimmie’s passion for the logging industry. National Timber Harvesting and Transportation Safety Foundation been near the top of fatality rates, but that does not mean there has not been an improvement. As an industry, we must strive to ensure that the logging fatality rate continues to decrease and that safe harvesting methods, mindsets, and practices are promoted and employed. Timber harvesting is hazardous. At every step in the logging process, from felling the tree to transporting it to the mill or yard, workers are subject to a variety of hazards from the environment, type of work, equipment, and physical and emotional strains. Safe timber harvesting operations yield improved worker attitudes, safer work habits, fewer injuries, increased production, lower operating costs, and greater profitability.

Accidents cost $$ - Investing in safety pays off! Safe timber harvesting is a critical component of every mill’s supply chain. Recent data from the Occupational Safety and Health Administration (OSHA) shows that logging continues to be the profession with the highest fatality rate. Historically, logging has

One organization that funds activities and projects that directly promote enhanced safety practices is the National Timber Harvesting and Transportation Safety (THATS) Foundation. This foundation is a charitable 501(c)3 non-profit organization administered by the Forest Resources Association (FRA). Established in 1991, the mission of the Foundation is “to promote, support, and serve as a catalyst for safe and professional work attitudes, practices, and conditions in timber harvesting and transportation.” The THATS Foundation accomplishes this goal by funding the development and implementation of projects that show a significant chance of reducing logging-related fatalities or injuries. Over the years, the Foundation has assisted in funding the development of crucial logging and transportation safety training resources, including financial support for TEAM Safe Trucking curriculum

and training. THATS is governed by a diverse, volunteer board that represents all parts of the forest products supply chain, including loggers, safety apparel manufacturers, insurance companies, and wood-using industries. THATS actively seeks donations which are used to further its mission of supporting safety programs throughout the nation. Since the Foundation has a 501(c)3 tax classification, and is volunteer run, donations are entirely tax-deductible and used to fund grant requests throughout our industry. You do not need to be an FRA member to initiate a grant request or benefit from the funding. President’s Message

Somehow it seems that we, loggers and log haulers, always have to endure something that makes running a business extra challenging. Whether high prices for parts or fuel, quotas, regulations, or challenging weather, we are always expected to rise to the occasion, tighten our belts, diversify, and find solutions to support our logging habit. In the end, we always forge onward and upward to protect our passion for moving the wood. The issues we’re facing right now are no exception. The lack of drivers and our struggles with insurance are challenging us to rise to the occasion once again. Remember, thinking outside of the box is where some of your best solutions to ease the struggles can be found. Do what you do best, think outside of the box, share your ideas that will help our industry survive. Remember, your brothers and sisters are experiencing the same struggles as you to keep the wood flowing. Face those problems head on as you usually do, and we will overcome them with determination and perseverance, two things loggers are well known for. The group gathers once a year for a meeting to share information on best practices, operations, HR, and strategic planning, and report on national public policy issues happening around the states. NCFAE meetings provide a great educational and networking opportunity.

was delighted to speak on behalf of TEAM Safe Trucking at this year’s NCFAE Annual Meeting in Jackson Hole, Wyoming. The meeting ran from July 20th to the 23rd and was well attended by top representatives from throughout the United States. During the meeting, I shared the importance of reaching out to Forestry Transportation business owners and drivers across the United States to remind them of the upcoming FMCSA Entry Level Driver Training regulation that is set to become effective on February 7, 2022. TST also provided our TEAM Safe Trucking Pledge to “Just Drive” t-shirts to all the Forestry Associations as a reminder to help spread the word about TEAM Safe Trucking and to help Forestry Transportation Business Owners and Drivers to keep safety in the forefront of their minds. TEAM Safe Trucking currently reaches just over 5,000 Forestry Transportation Business Owners and Drivers across the United States through on-line training , our monthly newsletter and other forms of regular communications. This is just a drop in the bucket when we consider that there are 117,000 Forestry Transportation drivers that we still need to reach.

There is strength in numbers and together, we can accomplish great things! The message #DOYOUHAVEAPLAN? is meant to encourage members of the industry to develop plans in each state to meet the FMCSA Entry Level Driver Training regulation.

TST is a Resource for the Forestry Transportation Industry

TEAM Safe Trucking is a non-profit that exists to serve the Forestry Transportation Industry nation-wide. We are here to help forestry transportation businesses and logging contractors prepare to meet the upcoming mandate. We are committed to serve each state as a resource when grappling for

solutions to help forestry transportation businesses prepare for February 2022. TEAM Safe Trucking has created the courses to meet the theory training or classroom training requirement of the regulation and can assist states with the Behind the Wheel training requirements as well.

Ongoing Driver Training Shortage

In an effort to tackle the ongoing driver training shortage that exists across the United States, TEAM Safe Trucking designed training that can be completed easily in person, on-line, or via smart-phone App. It doesn’t get much more convenient than that. This will hopefully allow states to utilize Behind the Wheel Trainers for the important hands on instruction, leaving the ELDT Training to other platforms. This is why we are encouraging states to identify Forestry Transportation Businesses that have been training drivers within the industry for years and guide them to become Behind the Wheel Training Providers, and Behind the Wheel Trainers through the FMCSA Training Provider Registry. TEAM Safe Trucking has resources to help Forestry Transportation Businesses continue training future Forestry Transportation Drivers. CDL schools are limited in capacity, can be quite expensive, and most definitely cannot meet the specific criteria that future forestry transportation drivers need to know in order to haul our valuable commodity. That is why TEAM Safe Trucking believes that we need to continue to train drivers to meet the growing needs within our industry. Insurance companies and FMCSA both are warning the industry that something needs to change. There continues to be a rise in DOT violations and accidents. The change that will be implemented is just around the corner and takes place on February 7, 2022. This change will have an impact on those who want to get their CDL

license. TEAM Safe Trucking is encouraging the industry to develop a plan prior to the regulation becoming effective. The plan includes: • Make all supply chain members aware of the new FMCSA Entry Level Driver Training Regulation. • Use on-line training for classroom training requirements. • Identify Behind The Wheel training providers in their state. • Identify and inventory Behind the Wheel Trainers in their state. • Register those drivers on the FMCSA training provider registry. • Develop a list of on-line training providers for the Entry Level Driver Theory training and Behind the Wheel Training provider in their state. • Make those lists available to industry supply chain members and promote these training opportunities to attract future forestry transportation drivers. As an industry we are well aware that there are some concerns regarding the new regulation and how it will be seen by insurance providers across the United States. These concerns were share at the meeting: •

Will insurance companies provide insurance to Forestry Transportation Business Owners that are providing Behind the Wheel training? Will insurance companies insure new drivers that complete the FMCSA Entry Level Driver Training requirements? Will insurance companies still require 2-4 years of forestry transportation driving experience? Will insurance companies still require forestry transportation drivers to be over 24 years old?

The Forestry Transportation Industry is grappling with how to overcome the challenge of driver shortages with many Forestry Transportation Business owners parking up to half their fleet across the United States. This challenge is likely to become worse if a plan is not developed. So please do your part to create awareness about the FMCSA Entry Level Driver Training Regulation and utilize the resources Team Safe Trucking has available to assist each state.

If you see a deer in front of your rig, brake if it is safe to do so, flash your lights if you have time, but never swerve. Hitting the animal may damage your rig and could cause injuries to you. Swerving to avoid the deer, could do much more damage. Loss-of-control crashes are sometimes the result of trying to avoid animals or wildlife that are on the roadway. When an animal runs out in front of your vehicle, your first reaction may be to swerve to avoid it. Do not! Swerving can cause you to lose control, drive off the road into the ditch, or across oncoming lanes. Swerving to miss an animal is not the way to go. Do not swerve to miss an animal.

VOLUNTEERS NEEDED

Team Safe Trucking is seeking volunteers to help with Team Safe Trucking’s Men and Women’s Clay Shooting Competition fundraiser planned to take place on October 6th from 8AM to 11AM. Team Safe Trucking is searching for volunteers that are passionate about reducing accidents through enhanced driver training and effective fleet management and to recruit new, safety-focused drivers to deliver a sustainable and profitable supply chain. Below you will find areas we are looking for assistance for this event. Please let me know if there are individuals at Idaho Forest Group that would be interested in volunteering for this event. NOTE: Volunteers for the Day of The Event would need to plan to arrive around 7-7:15AM and plan to leave around 11:45AM-12PM at the day of the event. Volunteers to market the event in each state: Email fliers Submit press releases! Create and Print Event posters Help spread the word. Volunteers Needed for the day of the event: *Hospitality & Day of Event Operations (2 Photographers) (1 Raffle) (2 snack/beverage) (3-4 people for set-up and take-down) Tables and tents (provide set-up and take down) Raffle tickets (provide, sell, and select winning ticket) 2 people designated to take photos during event. Donate water, coffee, donuts, muffins, and snacks. ... Railroad Crossing Dear TST,

We had a serious railroad crossing claim a few months ago. The TST RR Crossing video is very relevant and well done. I wish I could share the dash-cam video of such a loss the help prevent future losses for others but for liability purposes we are prevented from sharing. Almost monthly we review videos of claims showing live dash-cam accidents which are typically involving distracted driving or multiple factors such as speeding and distracted driving. Many times we have viewed rollover videos. Unfortunately, the TST videos tend to really sink in after a driver has had a related claim, not as much before. At least it can be a very effective tool against the same claim reoccurring with the same driver or possibly group of drivers. I feel that videos that have testimonials, or stories are more persuasive and memorable than just statistics. I especially like the video where there is a driver talking about how dangerous it is to jump from a moving truck. I recently had a claim where a driver was driving by a bee farm with the window down, a bee got in the cab, distracted him and he lost control of the truck. We review about 15-20 severe large claims every month at our underwriting meeting. I get to hear the perspective of our claims adjusters, program managers, underwriters, loss control, and legal council which would really be eye opening for anyone concerned with log truck safety.
