Background Information

The Programme Analyst provides professional support to ensure that the Fund’s country programmes are firmly placed in the context of: the ICPD Programme of Action; national development processes; the 2030 Agenda; and the process of UN reform.

The primary roles of the Programme Analyst are:

  • Programme Development, Implementation and Monitoring
  • Knowledge Management

The responsibilities of the Programme Analyst include assisting in the provision of ESARO and Country Offices’ support needs; mainly by ensuring the implementation of programme strategies and providing programming support. These include support in preparing programming documents such as CCA/UNDAFs, UNFPA Country and Regional Programmes, progress implementation reports, and work plans; ensuring quality and compliance with procedures and requirements; participating in in-house reviews and debriefings; and providing day-to-day support to the Country Offices and Regional Office management needs, as required. The Programme Analyst contributes to efficient workflow within Regional Office and region-wide initiatives by participating in the work of internal review groups and committees.

Organizational Setting

The Programme Analyst post is located in the East and Southern Africa Regional Office, based in Johannesburg, South Africa, and reports to the Regional Programme Specialist of the Programme Coordination and Quality Assurance Unit (PCU). S/He is part of the regional team providing integrated programme support within UNFPA systems strengthening approach and a broader UN system effort to enhance coherence and effectiveness.

The Programme Analyst supports the integrated regional team through analysis of political, social, demographic and economic trends; formulates, manages and evaluates programme activities within his/her portfolio; and provides programming advice. S/he works in close collaboration with ESARO Technical teams and Operations Unit, including the pilot Middle-income Countries (MIC) Hub. S/he works closely with PCU Programme Associate for coordination of Regional Programme-related activities.

Qualifications and Experience

Education: Post-graduate University Degree or equivalent in public health, sociology, demography, economics, international relations, international development, public administration, management or other related field.

Knowledge and Experience:

  • Two years of increasingly responsible professional experience in work related to international development or social sector;
  • Substantive knowledge and practical experience in population, reproductive and sexual health programming;
  • Have a sound knowledge of the social and cultural realities of the region;
  • Have strong research, analytical and report writing skills;
  • Field experience is an asset;
  • Familiarity with UN procedures and working methods, particularly with the programming policies and procedures, including UN Reform process, is highly desirable.

Languages: Fluency in English. Working knowledge of French and/or Portugese, an asset.

Ensuring every pregnancy is wanted

Few things have a greater impact on the life of a woman than the number and spacing of her children. That’s why international agreements going back decades affirm that individuals should have the right (and the means) to freely decide when (or if) to start a family and how many children to bear. Yet, in this new century, some 225 million women who want to avoid or delay childbearing still lack access to the quality services and supplies needed to manage their fertility.

Supporting maternal health

We know how to save almost all women who die giving life. The first step is to ensure they can plan their pregnancies and space their births. Skilled birth attendance at delivery, with backup emergency obstetric care and essential supplies in place, is also critical.

Perhaps the most challenging aspect of reducing maternal death and disability is finding ways to reach all women, even those in the poorest, most remote areas, or in times of natural or man-made disasters. This involves bolstering health systems. It is also critical that pregnant women are able to access all the care they need, from prenatal HIV testing to post-natal care for newborns, at the same clinic or health centre. This approach saves money and saves lives.

Helping young people fulfil their potential

Young people from age 10-24 constitute a quarter of the world’s population (2014).  Their reproductive choices will shape future demographic trends.

UNFPA advocates for the rights of young people, including the right to accurate information and services related to sexuality and reproductive health.
