Turley secures approval for new Liverpool luxury hotel

Acting on behalf of Fragrance Group, Turley has secured listed building consent and planning permission for a new luxury four-star hotel at the former office of Liverpool City Council.

Permission was granted by Liverpool City Council at planning committee on 30 October, enabling the Singapore-based Fragrance Group to create a 185 bedroom hotel in the grade II* listed former Municipal Buildings on Dale Street, in Liverpool’s Castle Street Conservation Area and World Heritage Site.

The new hotel will offer a range of facilities, including a restaurant and bar, spa and gym with swimming pool and function room and conference space. A new four-storey extension to the rear of the listed building will be constructed as part of the scheme.

Turley provided specialist heritage and planning advice in relation to the conversion of the listed building in close collaboration with architects Falconer Chester Hall. Work on the new hotel is expected to begin within the next few months.

“Municipal Buildings is an impressive and high quality example of a mid-19th century public building, built at the height of Liverpool’s global influence, for the organisation which held significant power in the city.

“Turley Heritage undertook a detailed Heritage Appraisal to understand the significance of the listed building which informed the scheme. This, together with detailed discussions with Historic England and Liverpool City Council’s Conservation Team has led to a scheme which successfully reconciles the sensitivities of the listed building with the need for new contemporary accommodation. We look forward to seeing work commence on site.”

Originally built in 1860-67 for the Corporation of Liverpool, the building was designed by John Weightman and Edward Robert Robson, Corporate Surveyors. It had been in continual use as municipal offices up until the end of 2017. Weightman was also responsible for the completion of the nearby grade II* William Brown Library and Museum.

Once completed, the luxury hotel will add to the Fragrance Group’s growing portfolio of hotels in the UK, which includes properties in Manchester, Blackpool, Harrogate, Paignton and Torquay.
