Job Summary

Coordinates and schedules all programming to air on CityTV in accordance with established programming line-up. Acquires and screens programming produced outside the City's Cable Television Division, and negotiates programming rights and broadcast fees for acquired programming. Maintains and updates CityTV's website and graphic bulletin board.

Representative Duties

Organizes, coordinates and schedules all programming to air on CityTV's channels in accordance with established programming line-up. Prepares daily programming logs. Prioritizes and coordinates the work of as-needed staff engaged in the preparation of videotapes for air and all video dubs.

Ensures that all programs are prepped and delivered to the cable company in time for scheduled airdates. Organizes playback shelves and ensures accurate playback of program schedules and signal quality. Works with cable company to maintain signal quality and to resolve playback errors and discrepancies. May develop/produce on-air promos and other programs to air on CityTV as directed by Cable TV Manager.

Manages requests for copies of programming and ensures that requests are processed in a timely and efficient manner.

Acquires all outside programming and public service announcements for air on CityTV consistent with established guidelines and policies. Screens all acquired programs for technical quality and content and/or oversees interns or volunteers in the initial screening of videotapes. Negotiates and drafts contracts for program rights and broadcast fees for acquired programs.

Creates and maintains databases for division to track program projects, videotape library, fillers, public service announcements and consumer cable complaints. Prepares monthly production and cable consumer complaint reports. Coordinates dub requests for division.

Negotiates, resolves discrepancies and establishes fees and terms for programming contracts for CityTV. Recommends solutions to streamline office procedures. Evaluates/determines programming needs, and initiates searches for applicable programming. Determines participation in special months of programming and researches distribution sources which offer appropriate programming.

Participate in daily office operation tasks including office mail distribution, phone coverage, document preparation, filing and record keeping. Responds to staff and public inquiries and to consumer cable television complaints.

Develops and provides publicity/program information material released to the media, press and the public. Maintains CityTV Internet website; maintains and manages CityTV's program exchanges network. Develops and implements channel promotion strategies.

Manages CityTV's graphic bulletin board system, which includes receiving, producing and scheduling messages.

Operates a computer terminal to enter, modify, and retrieve data. Maintains a computerized records database.

Recruits, trains, assigns work to as-needed and volunteer personnel.

Performs other related duties, as assigned.

Requirements

Press release writing.
Proofreading for accuracy, grammar, and compliance with applicable requirements.
The use of computers and database, spread sheet and word processing software applications.

Education, Training and Experience:

High school graduation or the equivalent. Successful completion of 30 units or the equivalent of college level course work in television production or a closely related field.

One year of recent, paid work experience in television production, media relations, community relations or a related media field. Customer service experience is desirable.

Licenses and Certificates:

Possession of a valid Class C driver license.

Supplemental Information

This is a temporary hourly position without benefits. The City of Santa Monica provides a deferred compensation (457) retirement plan for its as-needed (temporary) employees who are not eligible for coverage under the California Public Employees Retirement System (CalPERS). The City and as-needed employee are each required to contribute 3.75% of wages to the deferred compensation plan. As-needed employee contributions will be deducted from paychecks on a pre-tax basis.
