About the Update

At its November 5, 2020 meeting the Commission adopted an update to the Comprehensive Plan for the National Capital’s Federal Environment Element’s Tree Replacement Policy and Submission Guidelines. The three policies updated (FE.G.1, FE.G.2, and FE.G.3) are within Section G.

The new policies expand on existing policies with an enhanced focus on tree preservation; alternatives to mitigate tree canopy loss if preservation is not possible; and more specific guidance on replacement tree ratios, specifications, and locations. In addition, the draft policies incorporate tree preservation and replacement practices from multiple jurisdictions in the National Capital Region, resulting in a progressive, consistent approach to preserving and replacing individual trees and forests on federal land.

The Process

At its November 5, 2020 meeting, the Commission adopted an update to the Comprehensive Plan for the National Capital’s Federal Environment Element’s Tree Replacement Policy and Submission Guidelines (Section G: Policies Related to Tree Canopy and Vegetation, policies FE.G.1, FE.G.2, and FE.G.3) and updates to the agency’s submission guidelines.

At its July 9, 2020 meeting, the Commission authorized release of the amendments and submission guidelines updates for a 60-day public review and comment period. During the 60-day public comment period NCPC hosted online sessions with stakeholders and the public to explain the policy updates and obtain input. NCPC used the feedback received to shape the final policies and submission guidelines. NCPC also developed a resource guide for staff and project applicants to support consistent application of the new policies.

In February 2020, NCPC initiated updates to the tree preservation and replacement policies with staff and stakeholder discussions about issues with the current policies, including challenges faced by staff and applicants in applying them, as well as possible improvements. External arboriculture and forestry experts were consulted about tree care best practices and to help staff better understand tree preservation and replacement practices in the region. The draft tree preservation and replacement policies are a result of these internal and external discussions.

Collectively, the updated policies, submission guidelines, and resource guide provide a clear, consistent approach to preserving and replacing trees on federal land throughout the National Capital Region. It is anticipated that these updates will result in more sustainable development on federal land that contributes to the overall health of the region’s communities and urban forest.
