Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. This position will assist in the collection, management and analysis of fisheries field data; electronically enter and archive data; ensure that data is entered into the Boundary GIS system; assist in the development of technical reports, maps, and other materials.  This position will report to the Boundary License Implementation Manager.
 
This a Term Limited Temporary (TLT) position scheduled to last up to three (3) years and is eligible as part of the City of Seattle's comprehensive benefits package, including vacation, holiday, and sick leave as well as medical, dental, vision, and life and long-term disability insurance for employees and their dependents. 

Job Responsibilities

  • Implement fish sampling protocols in reservoir, riverine and small tributary environments accessed by watercraft and overland foot travel; employ a range of electrofishing (e.g., backpack, bank & boat electrofishing) and other techniques (e.g., netting, trapping) for the safe and efficient collection of fish; administer fish sedation and anesthesia techniques; safely handle fish while measuring and recording a variety of metrics and/or tagging fish (e.g., PIT, FLOY, radio); identify the species and life stages of all fish encountered; orient and navigate using a handheld GPS unit, physical map and compass; operate watercraft in a variety of lentic and lotic environments.
  • Conduct field work in support of ongoing environmental monitoring efforts and field studies (e.g. water quality constituent monitoring, stream discharge measurements, stream and fish habitat surveys, redd counts, direct observation snorkel surveys, benthic macroinvertebrate sampling); track fish movements using PIT and radio telemetry; record fluvial and channel morphometries related to fish habitat (e.g., wood loading, channel gradient, active and wetted channel dimensions).
  • Assist in the collection, management and analysis of field data; electronically enter and archive data; ensure that data are entered into the Boundary GIS system; assist in the development of technical reports, maps, and other material.
  • Assist in managing all field equipment; maintain sampling gear in a clean and operable state; repair equipment when and where appropriate; maintain a supply inventory (e.g., nets, traps, holding pens, electrofishing equipment, electronics, lab equipment, chemicals).
  • Support Boundary Field Coordinator by working with and assisting in oversight of contractor field technicians; provide input on field work based on professional judgement and experience; develop and maintain positive relationships with federal, state, and tribal representatives in the region; represent the License Implementation Team on the ground, especially during any Field Coordinator absence.
  • Ensure that all field work is conducted in compliance with safety plans.

Qualifications

Minimum Qualifications:

  • Education:  Bachelor's Degree in natural or physical sciences, environmental sciences, planning (with emphasis on environmental issues), public administration/policy (with emphasis on natural resources), or a related field.
  • Experience:  Three years' experience in environmental research, environmental law, impact analysis, environmental compliance, toxic substance management, or a related field (other combinations of education, training, and experience will be evaluated on an individual basis for comparability).
Work Environment/Physical Demands:
  • Some work is performed in the field, including remote wilderness locations; on rivers and reservoirs; hazardous waste sites and electrical facilities; and the rest in a normal City office/work environment. 
  • May require rotating on-call duty for hazardous spill responses and other emergencies. 
  • Occasional exposure to hazardous wastes, chemicals, and other conditions requiring safety precautions.
License, Certification, and Other Requirements:
  • Current, valid Driver's License or evidence of equivalent mobility. 
  • Hazardous materials/toxic work may require specialized health & safety training and certification.

Desired Qualifications:

  • Education:  Bachelor's Degree in fisheries sciences, or related natural sciences.
  • Experience:

Additional Information

This position is located at the Boundary Hydroelectric Project, located approximately 100 miles north of Spokane, WA, near Metalline Falls and the Canadian Border.
