Delhi Police had registered a case of molestation and attempt to culpable homicide against Kumar for physically assaulting Maliwal at the CM's residence on May 13.
Modi said the history of the Congress has been of betraying India's forces and soldiers as he referred to the "Jeep scandal", the "first scam" during the grand old party's rule.
The former union minister also reminded Modi that "the entire nation has accepted the temple that was built in accordance with a Supreme Court verdict".
According to a complaint, "Some persons came and put garland around Kanhaiya Kumar. After garlanding him, some people threw ink on Kanhaiya Kumar and tried to assault him."
