Alatorre Home Deal Received Array of Help
Real estate: Associates of investor who sought city pact aided purchase. He and the councilman deny wrongdoing.

The common denominator in these efforts was property investor Samuel S. Mevorach. While he and his friends were helping Alatorre, the councilman was pushing a $91-million city-backed purchase of Mevorach's sprawling rental property, the Wyvernwood Garden Apartments, according to interviews and records.

When contacted by the newspaper, Alatorre and Mevorach failed to respond specifically to questions about their financial and personal ties, except to broadly insist that they have done nothing wrong.

At the time of the assistance, according to Mevorach associates, the councilman was having trouble securing a mortgage for a more spacious home because he was saddled with monthly payments on his condominium, which was worth less than what he owed.

To create an illusion of higher income for Alatorre, Mevorach and two associates produced a fictitious lease on the condo to make the lawmaker a better loan candidate, according to financial records and a key participant.

That participant, property investor Han Huskey, said he became the sham tenant in a plan designed to ensure the councilman's continuing support of the Wyvernwood apartment deal--worth about $30 million to Mevorach.

"Sam Mevorach, my longtime friend, asked me if I could help him [and] his friend Richard Alatorre . . . to set up this lease agreement on the condo," Huskey said. Mevorach, he said, "was in the middle of the transaction on the Wyvernwood. That was the whole reason he wanted to help."

For authenticity, Huskey said he was asked to write a $2,800 check to the councilman, supposedly for the first and last months' rent. Huskey said he was reimbursed in cash, on the spot, by yet another Mevorach associate.

Financial records reviewed by The Times disclose that Alatorre cashed the check the next day, Aug. 15, 1996, but failed to report the payment on his city conflict-of-interest forms.

1939 - Built in 1939, Wyvernwood Garden Apartments is a residential complex that spans more than 70 acres in Boyle Heights. It was the first large-scale garden apartment complex in Los Angeles backed by the Federal Housing Administration ( FHA).

1986 - A "new" concept then was the "garden apartment" complex, fostered by the large- scale rental housing division of the Federal Housing Administration.

1993 - Lead checks of Morales' apartment, in the Wyvernwood Garden Apartments in Boyle Heights, showed lead everywhere, from the windowsills and walls to the doors and the carpeting.

1997 - Associates of property owner Samuel S. Mevorach helped Alatorre buy a home in Eagle Rock, while Alatorre backed a proposal for the city to provide loans to buy Mevorach's Wyvernwood Garden Apartments, the Los Angeles Times reported Tuesday. The associates of Mevorach fabricated a lease

Mevorach, whose name was kept secret when The Newhall Land and Farming Company announced the $111 million sale two weeks ago, was disclosed as the purchaser in a report filed Monday with the U.S. Securities and Exchange Commission.Law enforcement sources told the Daily News in January that the FBI was looking into

2007 - The Wyvernwood Garden Apartments Loan was originated on June 8, 2007 by or on behalf of Morgan Stanley Mortgage Capital Holdings LLC.

Boyle Heights redevelopment: An article in Friday's Section A about plans to redevelop the Wyvernwood Garden Apartments first said the complex was in East Los Angeles, then said it was in Boyle Heights.

2009 - The largest specially serviced asset, Wyvernwood Garden Apartments (3.3%), which is located in Los Angeles, CA, transferred to special servicing in October 2008 for imminent default. The borrower is in discussions with the special servicer for a loan modification.

The businessmen who sold the hotel to a new developer donated $100,000 to a charity Alatorre helped create--the El Sereno Youth Development Corp.--directly from the escrow account on the city-backed transaction, the filing states.

The donation was intended to "alleviate the risk" that City Hall would back away from the deal, the investors' filing asserts. "In exchange for the $100,000 . . . the council member would clear the way for the Hayward project and ensure that any unfavorable reports would not get in the way of passing the deal through the City Council." Attorneys for the investors portray Alatorre as a pivotal player in the deal. C. Randolph Fishburn, an attorney with White & Case, the firm representing bondholders, said the El Sereno youth center donation was "the direct benefit that gave Alatorre the incentive to approve this project at any cost. . . .

Mevorach and one of the hotel sellers, Han Huskey, were involved in Alatorre's purchase of a new Eagle Rock home in 1996, a transaction that helped spark the continuing federal investigation. The Times reported last year that Huskey--at Mevorach's request--and several Mevorach associates assisted the lawmaker in seeking a loan for the home, as well as leasing and later buying a money-losing condominium that Alatorre needed to unload.

El Sereno Youth organization also made substantial outlays in its Alatorre days, particularly for its prime public events. These were invariably staged by an outfit called Eventfully Yours, which charged mightily for its labors. The catering company was staffed by Mrs. Alatorre — then a center board member — and her sister. Although the Yours charges were high, there is no indication that the event operations were ever put out for competitive bid.

Last one, he was flipping a house in South L.A., ranting and raving a illegal day laborers he had hired, for doing a bad job.

THEN he holds the property for 8-9 weeks, turns a 50 percent profit, nets $150K for bossing little guys around.

THIS is the guy that's gonna LISTEN to constituents more than Huizar. The screaming, angry victacrat that thinks everyone is out to scam him. That gives bad instructions then blows his stack when his poor employees can't understand, and gets everything wrong.

Even ran WAY over budget on the repairs, because he's such a lousy planner and boss.

Mayor Antonio Villaraigosa did a number on Councilmember Nick Pacheco in that 2003 campaign.

The District Attorney's office could never find any smoking gun or even smoke beyond AV's allegations. No one outside of the AV campaign could corroborate any of the mudslinging from the campaign.

Is there a specific ethical corner that you are referring to? I think the Mayor beat Pacheco ten times more than I think Pacheco beat himself. I gotta give AV credit for that one. He ran a better campaign and Pacheco never recovered from the death of his field general Lloyd Monserratt.

At the end, only AV supporters believe the political attacks against NP after the District Attorney's office could not substantiate any of it.

Its a known fact that both Jose and Rudy went to do their interviews right after the Glassell Park forum.

As much as i hate jose, someone was saying he left in a hurry, that was because he had to meet with PPL afterwards, thats the truth.

Rudy's people told me that they were in the hallway when they saw Jose come out and then Rudy delivered his best performance of the campaign with the PPL members.

They hugged him and thanked him for all his help with the Police department and promised his people that the person who supports public safety the most will get their nod.

That may be true, but unfortunately for Nick, AV's supporters outnumbered Pacheco's by about two-to-one (and would have even without the "mudslinging" - he was just never all that popular in CD14 - he barely got elected the first time, and then Huizar's outnumbered Nick's almost three-to-one.

By now, it's probably four-to-one, which doesn't bode well for Rudy M. who's trying to ride the same frayed coattails.

So, you see, it's a numbers game. You don't have to convince EVERYBODY -- two, three, or four times as many as the other guy is way plenty.

The fact Huizar disrespected the public when an important issue like CRA was on the agenda and failed to show up and had it reported not only in the local newspapers but also shocking on tv news channels if bad for Huizar. That's the best negative publicity money can buy. Word is a developer story is soon to hit from downtown. We all know Huizar has been in bed with them. Timing is everything. He has long disrespected constituents and now he's going to pay for it. Businesses owners who were asked to put signs in their windows or else???? They won't be voting for Huizar. Every week there's been a negative hit piece on him. And yes, the media is calling a lot of constituents these days who have been silent for years.

For the record the PPL Board of Directors are the only ones who will endorse a candidate. This means no police officers in the districts have a say even though its the officer's union dues which will pay to help the candidate. Its a known fact that LAPD Officers in districts of Jan Perry, Ed Reyes, Richard Alarcon, Jose Huizar, Bernard Parks Greig Smith, Dennis Zine, Janice Hahn, Herb Wesson, all can't stand these politicians. LAPD in general except for the dumb command staff at Beck's level all hate the Failure of a Mayor. Police Officers especially the Mayor's former detail guys have more inside scoop of the bullshit the Mayor does behind closed doors. They all know the Mayor is nothing more then a gangster in a suit. Unfortunately, they've all been told to stay out of the politics and keep their mouths shut.

Pacheco let the infamous, hated "John Edwards" of Glassell drag him even further down in his subsequent attempts to get back in office, knowing full well that the minute Edwards stepped into a community meeting anywhere in the Northeast, a cold deathly chill went into the air. (He knew, beceause many of Nick's own supporters told him that point-blank).

Do you want to win, or do you want to make sure your questionable friends will still like you after you lose?

More to the point, DA's report or not, Villaraigosa's hatchet men wouldn't have been able to "pretend" (if that's what it was), that there was a fire under Pacheco's feet if there wasn't already "smoke" there -- it just wouldn't have stuck.

Not too dissimilar with what Rudy's people are doing now with Huizar's dumb (but not illegal) lists.

If Pacheco hadn't spent 4 years skating near the very edge on so many possibly unethical practices - riding the loophole log down the river - AV wouldn't have been able to capitalize on them, true or not.

Smarter politicians stay SO damn far away from the questionable that they can't even be seen in the same widescreen frame.

Nick put his feet up on questionable practices and then gloated that "technically" this is legal, "I know, I'm an attorney".

But the court of public opinion - he found - gives no "appeals" process once you've been booted out as being dirty.

Maybe Huizar just learned a few years before this election with the lists, where Pacheco never did. Thay may save him.

Being "technically" innocent don't mean "sh*t* once the mud looks like it may belong on you.

Pretty much anytime I post here, if I don't march to the Red Spotters' Huizar-bashing I'm accused of being something other than the middle-aged, otherwise employed non-insider that I am. Teach for America primarily recruits non-teacher rich kids from Ivy League schools who most often do not continue in the teaching profesion once they finish with TFA. If TFA wants to get good teachers in schools, they should focus on hiring/placing people from teacher education programs - people who need those placements and who will continue to be teachers once they're done with TFA. In this way, TFA is nothing more than a band-aid institution where real education is concerned. Their major purpose is to get powerful people (ie. rich kids who will go on to be titans of industry/politics) involved in education. It's like a training ground for lobbyists.

TFA also takes jobs away from new teachers (TFA contracts with school districts then shuts out new hires). TFA is in the business of politicizing education, which is probably not what education needs in the long run. They also thumb their nose at the teaching profession by not using their resources to give *real* teachers extra training and support. It's a sadly misguided organization.

Rudy Rich just had to throw away ANOTHER $50,000 of his OWN money into the hold of his RAPIDLY sinking ship sailing unchartered waters in CD14 (total $200K, out of o $260K, from HIS pocket). In 8 months, he's only collected $60K from others (and spent more then TWICE that much).

That ALSO means Alvin "DOH" Parra - four years ago had THREE TIMES as much actual constituent support (and HE only got 29 percent of the final vote). Maybe Rudy won't even go double-digits, if that's the case.

WHY did Rudy Rich have to become $50K LESS rich? Because since the last report, he has ONLY received $200 (dollars, not thousands) - TOTAL, from real people... yup 2 X $100 checks, so far this year (not even ONE donation a week). That's 100 percent incorrect, mathematically. Under Prop R that passed several years ago, Huizar (and all current CMs), can be elected to three full terms = 12 years.

(This is how CM Alatorre was just able to re-run for a seat he was termed out of after 8 years, some years ago).

Huizar is just this year completing his first of a possible three full terms. (He also completed the final 18 months of Villaraigosa's 2003-07 term, via special election, which doesn't affect his three "full" terms allowed by law.

Huizar can potentially be in office as a City Councilmember until June 30, 2019.

And, realistically, redistricting is likely to be minimal this decade. L.A. changed less between 2000 and 2010, than between 1990 and 2000, on several related factors.

(Your failure to understand these basic aspects of L.A. City government also suggests that anything else you opined later in that same message is just as equally ill-informed, and meaningless).

I think Nick Pacheco was a good councilman. Rough start, but about 2 years into being a councilman his office really got things moving in the district.

Good to see so many people still see him as relevant with all these postings about him.

You know what they say, "good press or bad press doesn't matter, just spell my name right."

I met Pacheco at my home when he was campaigning against the Mayor and he cleared up all the mudslinging items I had read. He was earnest about doing the job, but unfortunately the Mayor took him out.

Whoever wins this election, I hope they are as earnest as Pacheco was about doing the job and getting things done in the community.

Do you know that Council Districts are supposed to follow natural community boundaries such as rivers and freeways?

Do you know that after the the valley tried to break away, that the City council reconfirmed its commitment to follow the City charter and restore the integrity of our communities?

The narrow slice of land taken out of downtown COULD NEVER BE LEGALLY JUSTIFIED. it is nothing but the spoils of war, an event platform to be given away to the likes of Larry Gonzalez and Fiesta Broadway...

IT HAS NOTHING TO DO WITH THE PEOPLE OF CD14.

The Downtown Neighborhood Council refers to this sliver as the giant middle finger....look at a map.

CD 14 is preventing downtown from having any meaningful representation on the City Council.

Yes you are correct, I forgot that Huizar took a portion of Villaraigosa's term. That is an easy mistake to make, since there was no change in power. They both essentially represent the same mafia network.

Council redistricting is controlled by a small committee.

It is normally done in-house without much public input because THEY DON'T WANT YOU TO KNOW THEY YOU HAVE THE POWER TO CHANGE YOUR DISTRICT.

The person who says that the City has not changed in the last 10 years, therefore the Council Districts won't change, doesn't know what they are talking about. In other words they are full of crap.

The people can speak up and DEMAND to have their communities united.

Ethnic make-up is only one small characteristic of a community. Neighborhoods are currently cut in half by politicians, and we have let them get away with it. These unnatural divisions are no different than the divisions that lead to several other council changes in the past, such as the creation of Latino districts and African American districts. Ask Alatorre how that's done. Nobody has done more damage to the City than him and his cronies.

And yes if the people of CD 14 can't keep their thugs out of the City Council Chamber, I absolutely believe that the Federal Government will solve your problem for you.
