These are properties that were purchased in the foreclosure auction, but the owner has not paid taxes since purchasing the home. The “reverter clause” allows the treasurer to claw back the property before the three-year deadline for tax foreclosure. 

Of the 28,000 properties sold since 2011 in the foreclosure auctions, 78% have not paid taxes, and are subject to the reverter clause.
