Firstly I will describe the business to give a general overview of what we are trying to achieve. We are basically trying to merge crowd-funding with insurance, so instead of paying a monthly premium based on speculation, the group gets charged when someone in that group claims. For example 100 people insure their iPhones and during the course of the year 10 people claim the cost of replacing those 10 phone is approx. £5000 which will be charged to the group of 100 resulting in each person being charged £50. Obviously in the UK insurance is highly regulated and that is the first question I need answered. 1. Is there a way around being seen as an insurance provider perhaps because I am taking no risk or because the contact is between the members of the group and I am simply a third party? The aim is not to have to register with the FSA and get caught up in the red tape. 2. I need an easy way to enforce the contract in regard to getting payments out of people who owe the group. I understand the concept. But you have to structure it differently both in term of the provider and the parties insured. Insurance as we know it in almost all jurisdictions is highly regulated. It may be a viable proposition. The research should give a clearer direction on what option to pursue.

Have a look at my profile for my background, experience contact details and work sample. My CV is in my portfolio. I have been a practicing lawyer for 35 + years preparing various documents, reading others, arguing. My main work is civil litigation, and I well know my way around commercial/business issues. I think the answer to your question is, quite doable. I have a way. May just be the value of insurance. But all details need to be explored.
