Web Marketing & Traffic Augmentation Project

I'm looking for someone with a successful track record in augmenting website traffic. More specifically, we want to see an increase in traffic from a very specific target audience. We want to attract people from Ontario, Canada who are participating in the provincial government's Solar Feed-In Tariff Program. We want to see an increase in registration to our website from this target group as well as a higher ranking in all Solar related searches in Ontario. We'd like to see results quickly, particularly in the major cities of Ontario. Please explain your plan of attack for achieving these results in your bid.
