Predictive Dailer or Click to Call

Need a customized predictive dialer or web based click to call system. System should be able to first call the user and user then selects the number to talk. User must be able to kick out the caller and dial to another number, leaving messages to the phone which are in answering machine pr voice mail. Need quick and stable solution.
