Custom 3dcart sitewide quote template

I am looking to have a custom 3dcart template made that will be a site wide quote form. I wish to use one of the available templates so the customer can click a button for "quote" and still act like a checkout. It will store any items the client adds to the "quote cart" then instead of checking them out it will send them to a contact form. In addition I want a quick quote form in the universal right banner.
