Small Web Application

Hello Everyone, we are making a small web app it has 1 admin area and 1 user area , the application what it does is that in link with a database can let me add notes, with some fields custom and dropdowns, and then show them on the user side. Its small project but if the portfolio is right and you can code clean with a pixel perfection transformation from PSD using web standards ill assign it to the right person, this application must be started today and finished within 1 week if you cant do this please dont bid, ill send screenshots in pm. please tell me what is the best way to develop this app and in what language is better, if you dont give me this details it means you are not paying attention.
