SEO/Backlink Specialist needed for 100+ quality backlinks

I want to steadily build my SEO for my website. It is a competitive area but I want to begin creating backlinks and continue doing so over the next 6-12 months. To begin I am asking for the following but this could continue over the coming months. Need 100 QUALITY PR5+ links. Links must be built manually over 30 days. Maximum 20 links to be created per week to look more natural. Links must be PERMANENT.. one way.. non-reciprocal.. dofollow backlinks. Links must be from RELEVANT sites with content related to art, interior design, furniture, gifts, prints, pictures. We have the right to reject URLs that do not comply with our requirements. WHITE HAT ONLY - Absolutely NO Black hat or Grey hat tactics. Links MUST NOT be made using automated software or any other illegal linking methods. GUIDELINES: * Only backlinks from ENGLISH language websites with RELEVANT content. * Links must be strictly from Google PR5+ pages (PR of the actual PAGE where the link is placed). * No more than 20 other external links on same page where our link occurs. * Page should not be excluded by robots.txt. * All linking domains must be at least 3 Years old.. NO Subdomains * Sites must be established -fully active - search engine friendly – visible - readable. * All links must be permanent, ONE WAY, dofollow, non-reciprocal links. (NO Rented links) * Each link must be on a separate domain - with unique IP address - on different C-class IP block. * All links must be in text - no graphics. * Link page must already be indexed - and cached by Google within last 30 days. * Links must be static HTML links. No redirects, JavaScript links, hidden links, cloaking and other practices. NOT ALLOWED: * No contextual ads sites, scraped content, mirror sites, popups, intrusive advertising, NO SPAMMING, etc. * No links from: ARTICLE DIRECTORIES or WEB DIRECTORIES. * No FORUM SPAM or BLOG COMMENT SPAM. * No PROFILE LINKS, guest books, classifieds, dynamic links, hidden links. * No Free For All websites, hacker, gambling, adult, torrent sites, ping sites, etc. * No fake PR or sites banned by Google, Yahoo, Bing. * No links from "under construction" pages. * No links from rel="nofollow" or "noindex" tag for pages. * No use of automated software, black hat software or bots. * No java links, jump scripts, framed pages, redirects, cloaking, CSS redirects, 301 redirects. * No flash sites, flash pages, no string parameters, session ID's, etc. * No link farms and link exchange programs. * No sites which ask for money later. Applicant should be highly experienced. Must know how to verify that sites and links are good. Please provide references. Show the past link building work you've completed. It will be held in confidence. Experience is important and proof of quality work and extensive experience is required. PAYMENT: After completion of project you must provide a spreadsheet with the following information for each of the 100 QUALITY links: Site Name and Site Type, Exact URL of our clickable hyperlink, Google Page Rank and IP address as well as the date link was placed. We will create a milestone payment for 50% upon project commencement and will release it 15 to 30 days after 50% of the project is completed, a report has been delivered, and all links have been verified to be sure that all criteria have been met.
