Setting up shipping and taxes in prestashop

Need help...

I previuosly had free USPS priority shipping for customer purchases exceeding $75 and free UPS Ground Shipping available for customers who purchased $99 or more while other shipping options are available for a fee. Somehow I was able to make this configuration in the back office of Prestashop back admin panel (version 1.4.2.5). Since upgrading to version 1.4.4.1 of the shopping cart I have followed the same procedure but the rules are not configuring properly. I also need to add sales taxes to all US-Texas residents of 7.75% who wants orders delivered to their [url removed, login to view] following directions was issued to me by a support staff at prestashop to configure taxes:

Hi K---,

1/ Activate your taxes Payment > Taxes > turn Enabled Taxes to Yes

2/ On a product configuration page, associate your product to the tax rule: "US-TX Rate (7.75%)"

When a customer checkout with an address from Texas, the tax is added.

The tax is not display by default on your frontoffice because we use the tax associated to the shop's default country (USA) in the "US-TX Rate (7.75%)" rule.
