UTF-8 link building needed (For Hebrew Sites)

We need a massive amount of permanent one way links pointing to our website with an anchor text that we will provide. We need the anchor text to fit a site with a utf-8 encoding, the links will be in Hebrew. How many links can you get for us meeting our bidding budget? Let us know in the PM. All links have to be on sites which are NOT penalized or banned by Google 19. All links have to be new, links from websites that already link to our site will not be counted 21. No use of automated software (e.g., Zeus, Arelis or others) 22. Links must be permanent and remain active 23. Links must be from English sites ONLY 24. All links will point to one domain 25. The anchor text (or title, description) will be different for site, and will have several options 26. We reserve the right to cancel any link if not found suitable and will have to be replaced. Please advise how this will be completed in PMB. We will need from you: An excel spreadsheet containing Link site exact URL (clickable hyperlink), Site Name, Site Type, Google Page Rank, Alexa Rank and IP address. Payment: 50% of the payment will be made when the links are in place and verified. Next 35% when the rest of the links are in place and verification is ok. Last 15% to be paid 4 weeks afterwards to make sure that all the links are Permanent and have been cahced by google.
